DESCRIPTION OF WORK

Under the direction of the Chief Operating Officer and or Financial Manager, employee supervises the planning and purchasing of commodities and services within established rules, regulations and laws of the hospital, Department of Human Services and Commonwealth. Reviews and Audits purchase requests to insure compliance with regulations. Responsible for the procurement of a wide variety of supplies and equipment such as pharmaceuticals, food, maintenance supplies, clothing, medical supplies, fuel, etc. Responsible for the purchasing of all services via service purchase contract procedures which includes Blueback contracts, RFP's, Emergency Purchase documents and Facilities Management contracts. Instruct staff in the Purchasing Office regarding new procedures related to procurement. Supervise the maintenance of files on purchasing documents, schedule of contracts price lists required, records and reports which are essential in answering inquiries to correspondence bidding and telephone contracts.

Supervises the preparation of specifications used as a basis for bids. Works closely with buyers in the Department of General Services regarding specifications for items being purchased. Also, make evaluation(s) of samples submitted to determine if produce, meat, poultry, etc. meets specifications; submit written report notifying buyer(s) in DGS of our findings. Supervises staff, involving giving out work assignments, preparation of job descriptions and evaluations, and approval/disapproval of leave requests. Oversees the receipt, storage and final disposition of all hospital items and stock items.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Qualifications:

  • Must meetPA residency requirement

  • Minimum Experience and Training Requirements:One year as a Purchasing Agent (commonwealth job title); or four years of experience in purchasing work involving contact with vendors in the procurement of a variety of supplies, materials, equipment, or services; or four years of experience in requisitioning, receiving, storing, distributing, and maintaining inventory of goods; or an equivalent combination of experience and training. Post-high school education may be substituted on a year-for-year basis for purchasing or stores experience to a maximum of two years.
