County of Montgomery MCS Financial/Data Analyst in Norristown, Pennsylvania

The Managed Care Solutions (MCS) Financial/Data Analyst Manager performs professional work under the supervision of the MCS Administrator.   This is a key role in overall financial management of the HealthChoices program.   Primary responsibilities include: analyzing financial data for the purpose of budget management, capitation development, financial reporting, provider network;  managing MCS data warehouse; preparing/reviewing contractual reporting; monitoring HealthChoices financial and data system requirements; assessing/validating data for accuracy; developing data business flows and systems to meet the needs of members and program requirements. 

Financial/Administration Management:

  • Lead role in managing and coordinating MCS contracts including the Request for Proposal function.
  • Key role in the development and monitoring of DHS Capitation rates and County Budget.
  • Provide financial support to program staff.

``` - Provides support and assistance to financial staff for financial reports, reinvestment reporting and other special reporting to DHS.  Prepares financial reports in the absence of Accountant. - Provides assistance in development of Provider budgets, rates and billing practices for new and expanding services.

  Compliance Auditing/Monitoring:

  • Responsible for the compliance monitoring of MCO Claims Processing; Management Information Systems/Encounter Data Reporting; Financial Management of program.
  • Oversight of eligibility data and provider enrollment.
  • Ensures compliance to Program Standards.

``` - Key role in the annual independent audit.  Ability to demonstrate through documentation the financial activities necessary to satisfy financial monitoring standards within DHS contract.

  Analytics:

  • Lead role in analyzing medical claims data for development of IBNRs (Incurred but not received claims) and ensuring financial reporting is accurate.  Comparing results by BH-MCO and Actuary.
  • Key role in receiving all program statutory and special DHS reports for analyzing, accepting and warehousing.
  • Lead role in the maintenance of MCS Data Warehouse and development of reports.

``` - Develops and Maintains reports for management- demographic, membership, utilization, financial, performance, value-based performance and social determinants of health. - Reconciles and analyzes financial and program data. - Identifies resources and technology necessary to provide information to management staff that is used to meet business objectives and establish priorities for project deliverables. 

Other duties as delegated.

  • Bachelor's Degree in accounting, business, computer science or a related field.
  • 5 years experience in healthcare, financial management and/or data analytics.
  • Strong analytical and problem solving skills essential.
  • Prefer experience in database design and management, dashboard and report writing.
  • Ability to understand human services business and program functions.
