U.S. Coast Guard Supervisory Health Systems Specialist, GS-0671-13 in Norfolk, Virginia

Summary This position is located in DHS/U.S. Coast Guard, Health, Safety and Work-life Service Center, CG HSWL SC, Business, Planning, Management, and Analysis Cell (Division) in Norfolk, Virginia. Responsibilities Incumbent serves as the Chief of the Management, Planning and Analysis Cell (Division) and is a member of the HSWL SC senior management team. The incumbent will assist the HSWL SC Commanding Officer, Executive Director and leadership team in the business operations for the HSWL SC which service as the Coast Guard MTF. Additionally, this position is responsible for the budgetary support to the HSWL SC and to the Coast Guard’s enterprise wide regional HSWL assets. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Directs and supervises three administrative sections and staff that provide oversight for the Command's budget and field unit budget. Incumbent manages all personnel support related to enlisted and officer personnel staffing (in­house and external), healthcare facility PC&I construction planning proposals, development of electronic resource proposals, regional strategic and area resource gap assessment, Fair Act studies, division billet and position descriptions, in-house and detached duty staff automated operating systems, and clinic and sickbay automated clinical information management systems. Provides technical and administrative supervision to subordinate employees, writes and signs position descriptions (PD), develops performance plans, evaluates employees, issues disciplinary actions and recommends awards. Provides oversight of business, management, planning and related analysis for all Coast Guard Health, Safety and Work-Life units. Manages the annual budgets for all 12 HSWL Regional Practices, which entails funding determination, funds distribution, procurement monitoring and account certification. Manages the collection and correlation of data from multiple federal and civilian programs and systems to quantitatively and quantitatively evaluate, plan, organize, interpret and implement Commandant policies for the health, safety and work-life programs. Lead team responsible for Coast Guards Travel To Obtain Health Care (TTOHC) supporting Coast Guard members and families access to health care in remote operating regions. Utilize Financial Management systems and business intelligence tools to provide all HSWL resources the necessary funds, supplies and equipment to deliver health care, culinary and safety services enterprise wide. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires a National Agency Check with Inquiries (NACI). A one-year Supervisory Probationary Period may be required. The position requires a valid state driver's license. Qualifications Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Specialized experience should include expertise in one or multiple CG utilized financial management and reporting systems, . as well as expertise in budget formulation and execution. The position will require these functional experts to participate in development of new capabilities in order to ease impacts to enterprise-wide health services operations while the CG continues to implement an electronic health record and multiple updated financial and personnel management solutions.
