International Boundary and Water Commission: United States and Mexico Wastewater Treatment Plant Operations Supervisor (Open Until Filled) in Nogales, Arizona

Summary Serves as the Technical and Administrative Wastewater Treatment Plant (WTP) Operator Supervisor at the Nogales International Wastewater Treatment Plant (NIWTP), Nogales Field Office (NFO), Operations and Maintenance (O&M) Division, Operations Department of the United States Section, International Boundary and Water Commission (USIBWC). Operates and controls the NIWTP processes to ensure proper and safe operations in accordance with the State of Arizona and Federal regulatory requirements. Responsibilities The initial cut-off date for first consideration is March 04, 2024, 11:59 p.m. ET, with additional cut-off dates established as necessary. Plans and directs weekly and monthly work schedules and sequence of operations for employees. Monitors NIWTP operations budget and provides justification to management if not executing within the established budget. Monitors and controls plant operations to verify performance is in compliance with state and federal environmental permits and safety regulations. Controls treatment plant performance through review of laboratory analysis, physical inspections, and data in program applications. Identifies employees' training needs, and initiates recommendations to provide necessary training. Develops performance standards, counsels' employees on performance requirements and completes annual performance appraisals. Implements such programs as Equal Employment Opportunity (EEO), Diversity, Equity, Inclusion, and Accessibility (DEIA), the Employee Assistance Program (EAP), and Occupational Safety and Health Administration (OSHA). Minimum Qualification Requirement - To qualify, there is no specific length of training or experience required; however, your resume must demonstrate enough experience to show your ability to perform the duties of a Wastewater Treatment Plant Operations Supervisor (Open Until Filled)without more than normal supervision. Examples of such experience include: establishing deadlines and priorities on the basis of general work schedules; explaining work requirements, methods, and procedures; monitoring an operational budget; properly training employees on adherence to hazardous material/waste management; developing employee performance standards; scheduling and approving employee leave requests; resolving informal or formal employee complaints; performing tests to assess characteristics for solids, conductivity, ultraviolet transmissivity, biochemical oxygen demand (BOD), chemical oxygen demand (COD), total residual chlorine, organic and ammonia nitrogen, alkalinity, hardness, toxic substances such as heavy metals, and fecal coliform; preparing samples for transport to outside laboratories; increasing or decreasing chemical agents; composing daily reports designed to meet federal and state requirements; operates a computer to input data; operating wastewater equipment such as pumps, gate valves, and outlets; using equipment such as bar racks, fine screens, grit settling basins, and separators; reading and monitoring meters and gauges to maintain efficient wastewater treatment; performing inspections; reviewing laboratory analysis; using basic tools such as screwdrivers, wrenches, pliers, drills, wire-cutters, strippers, and soldering irons; interpreting oral and written communication and instruction; performing simple corrective action to plant processes to manually or remotely regulate the flow of wastewater; operating a variety of motor vehicles such as a sedan or pickup truck; and operating a forklift.
