Description

Central Lincoln People's Utility District is seeking one full time Utility Mapper at either our Newport or Florence location.

Your job in the department is to . . .

Develop, maintain and support the Utility’s GIS (geographic information system) using a wide range of technologies to ensure delivery of high-quality content and connectivity for internal systems and users.

Your job also involves . . .

Providing training and consultation with employees to foster effective use of GIS systems and ensure work practices maintaining the integrity and security of Central Lincoln’s GIS data. Work with Engineering, Operations and GIS/IT to integrate and support a broad range of technologies supporting efficient and effective work processes.

Essential Functions

JOB FUNCTIONS

Perform field checks of projects after line crews have completed work.
  • Ensure design matches completed construction.

  • Complete as-built records in GIS for work completed by line crews.

  • Work with Engineering Technicians, Operations Supervisors, and warehouse staff to address any conflicts between the project design and constructed work in the field.

  • Ensure assemblies are correct and close out jobs in a timely manner.

  • Check and maintain the connected model on a daily basis.

Develop and maintain Central Lincoln GIS data, systems and tools in a manner that supports business objectives and employee needs.

  • Work with supervisors and other employees from multiple departments to analyze and develop GIS practices that ensure integrity of Central Lincoln data and foster effective use of GIS tools and data.

  • Review and approve updates made to Central Lincoln GIS datasets for accuracy and compliance with Central Lincoln data standards.

  • Provide GIS support to employees as needed to support effective use of Central Lincoln GIS tools.

  • GPS facilities and move facilities to actual locations in GIS model.

  • Work closely with the GIS department to resolve mapping and/or data issues.

Generate and maintain highly accurate Central Lincoln electrical model in order to provision engineering analysis, outage management and other mission critical GIS based systems.

  • Work closely with Operations staff to maintain the Outage Management System (OMS).

  • Work with Engineers on staking/designing of pole replacements and/or small projects.

  • Work with ststems to maintain engineering model (DEW).

Complete special projects and other duties as assigned to meet team, department and organizational goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results.

  • May be asked to work after normal working hours to assist with various project and storm outages.

Minimum Qualifications and Progression

Minimum Education Level

High School Diploma / GED

Specifics: Vocational or technical training in surveying, CAD or GIS or a related field preferred. Bachelor’s Degree in MIS, Computer Science, GIS, Surveying or related field preferred.

Minimum Experience Level

No Experience Required.

Specifics: Two Years’ experience in utility operations, GIS, Surveying or related field preferred.

Substitution Note: Highschool Diploma/GED with experience in utility operations, GIS, Surveying or related field may be qualifying. Any combination of education, experience and training which demonstrates the ability to perform the required job functions may be qualifying.

Driver’s License

Oregon Driver's License required

Specifics: This position requires the ability to drive either a personal or company owned vehicle to conduct business for Central Lincoln.

Desirable Qualifications:

Experience using National Information Solutions Cooperative (NISC) software and ESRI ArcGIS software and cartographic experience preferred.

WORKING CONDITIONS

Job Conditions:

Work is performed in both office and field environments: Work in the office environment is sedentary in nature, requiring ability to process oral communication and the ability to enter and read information on a computer. Work in the field environment may require bending, climbing, crawling, stretching, pulling, pushing, standing, twisting, and walking over uneven ground. There is a common exposure to dust, pollen, traffic, and fumes. Fieldwork may be performed in adverse weather conditions such as snow, rain, wind, flooding, summer heat, etc. When in the field, a significant amount of driving is required.

Work Location: Central Lincoln in either Newport or Florence.

Travel: Travel occasionally via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.
