Summary:

Provides direct overall support to Sr. Director, IT Contracts. Serves as the initial interface between the Sr. Director, IT Contracts, and the internal and external community, providing indirect support to the Chief Information Officer (CIO), Deputy Chief Information Officer (DCIO), and Sr. Director, IT Finance. Supports both internal IT teams as well as other NJ TRANSIT employees providing comprehensive IT Contracts operational support through the planning and managing of specific projects as assigned.

Roles and Responsibilities:

  • Overall management for day-to-day IT Contracts requisition assignment operations and owns the continued improvement of the user experience as it relates to all IT contract processes. Manages the assignment of initial requests to the IT Contracts team members for processing.

  • Assist end users with Scope of Work (SOW), Justification Memo, Independent Cost Estimate documentation as needed.

  • Prepare Request for Quotes (RFQ) for competitive bids as delegated by Sr. Dir. of IT Contracts for amounts within the Delegated Purchasing Authority (DPA).

  • Reviews and escalate procurement request concerns to Sr. Director of IT Contracts for clarity, accuracy and completeness and aids in optimizing value across all expenditures by ensuring end-user compliance with preferred contracts, policies, and procedures. Problem solve in collaboration with Sr. Director of IT Contracts.

  • Responsible for the hiring process of IT Contractors/Consultants. Advises management of any issues/concerns.

  • Acts as customer service representative to end users for any inquiries regarding the requisitioning process and systems to assist, advise and resolve any concerns.

  • Develops and coordinates IT procurement process with Sr. Director of IT Contracts for IT managers and IT contract team--from initial request to issuance of PO. Designs and implements process improvements.

  • Drafts and coordinates submission of IT documentation for Board of Directors in accordance with Board Office procedures and calendar.

  • Prepares annual IT Sole Source Board authorization request in conjunction with the Corporate Procurement Department. Coordinates tracking of IT sole-source procurements. Conducts analysis of sole source trends as needed.

  • Advises IT managers on optimal methods of procuring products and services.

  • Advises IT’s business unit customers on process for technology purchases.

  • Coaches and trains IT staff as needed on procurement processes.

  • Coordinates bi-weekly meetings with Corporate Procurement teams to ensure that IT procurements are compliant with all relevant regulations and requirements and that IT needs are being met.

  • Meets regularly with IT groups and project teams to review upcoming procurements and contract renewals.

  • Monitors contract renewals to ensure continuity of service and support.

  • Coordinates with IT Finance on funding and payment of IT purchase orders.

  • Develops and maintains tracking mechanisms and performance measures to monitor and communicate the status of IT procurements. Produces reports as needed.

  • Develops and oversees repository of IT contract documents including NDAs.

  • Supervises staff responsible for initiation of IT requisitions and receipting of invoices for hardware, software and services, consultants, and telecom expenses.

  • Communicate with vendors to troubleshoot and resolve issues that may arise.

  • Directs assigned staff, conducts performance reviews and facilitates corrective action as necessary.

  • Performs other duties as assigned by Sr. Director, IT Contractors, Deputy CIO, Sr. Director, IT Finance, and CIO.

  • Accounting Clerk

  • Sr Budget Control Analyst

Education, Experience and Qualifications:

  • Bachelor’s Degree in Business or Public Administration or related area and five (5) years of experience in supporting IT projects, programs, and systems management and/or operations.

  • In lieu of degree, 9+ years of progressive experience in supporting IT projects, programs, and systems management and/or operations.

  • Experience with ERP systems, preferably Oracle

  • Experience must include excellent communication and coordination with all levels of management and key stakeholders.

  • Proven ability to manage and motivate professional staff toward successful results.

  • Three (3) – Five (5) years supervisory skills

Knowledge and Skills:

  • Ability to process multiple projects, set priorities, and work independently under pressure to meet objectives in a fast-paced environment.

  • Computer skills including MS Excel/Word/PowerPoint/Access.

  • Strong collaborative skills, positive attitude, high energy, and results orientation.

  • Exceptional ability to effectively articulate difficult ideas and concepts through clear and concise verbal and/or written communication.

  • Must be able to think critically and structure creative solutions to ambiguous and difficult challenges while maintaining all required State and Federal compliances.

  • Must possess strong conflict management and facilitation skills

  • Ability to work independently and interdependently.

Certificates, Licenses, Registrations:

Preferred Qualifications:

  • ISM CPM or CPSM certification preferred or NIGP-CPP certification
