WSP USA Construction Logistics Program Manager in Newark, New Jersey
This Opportunity
WSP USA is currently seeking a Program Manager – Construction Logistics to be part of the EWR Redevelopment Program. This position will work out of the Newark, NJ Location. The program will replace the existing AirTrain with a new world-class Automated People Mover (APM) system that includes the design and construction of a guideway infrastructure, three passenger stations, maintenance facility and pedestrian connections. It also includes ongoing New Terminal A projects, early works, enabling works, New EWR Rail Station at grade public access, and Future New Terminal B.
Under the guidance of the Program Director, the ideal candidate will be responsible for overseeing the construction logistics and Construction Phasing for all Program Projects and Coordination with EWR Facilities, Construction Integration of Contract Packages, and design and construction activities, ensuring seamless coordination between contractors and stakeholders to reduce risk for the agency. The position requires strong construction management and technical background and a deep understanding of transportation design and construction.
Your Impact
Supports the EWR Redevelopment Program Director in the construction and integration of the different contracts/ packages/ interfaces to minimize Airport Operation Impact.
Responsible for developing comprehensive construction logistics and phasing strategy, overall integrated airport-wide construction staging/phasing plan and construction logistics playbook.
Responsible for development of construction logistics plans that include phasing, laydown areas, haul routes, airside and landside deliveries.
Responsible for oversight of handover of laydown areas from tenants to contractors and ensure seamless transitions between different contractors.
Responsible for management of AirTrain shutdowns and operational impacts.
Responsible for coordination of alternate service/ segment shutdowns/ bussing with other stakeholders.
Lead weekly MOT lane closure meetings and issue meeting notes and action items.
Responsible for coordinating road closures and detours between contractors, PA Traffic and EWR Facility Landside Operations and all key stakeholders to ensure minimum impact on passenger experience.
Responsible for coordinating with contractors for installation of construction barriers/banners to enhance passenger experience.
Responsible for coordinating with PA Units and PA Operations regarding runway closures, if any and airside impacts related to heavy construction equipment operations.
Responsible for coordinating with 3rd party stakeholders like NJDOT and FAA.
Responsible for construction integration/interfaces and sequencing between the various Design-Build and Design-Bid-Build contracts.
Responsible for managing milestone turnover dates (including integration/ interface) between different contracts.
Responsible for managing the scope, cost and schedule as it relates to construction logistics.
Responsible for constructability reviews of design builder packages.
Responsible for managing the scope, cost and schedule as it relates to construction.
Responsible for design and construction conflict resolution, change order review and approval.
Responsible for organizing and leading construction progress meetings, other construction related meetings as required, issuance of meeting minutes, action tracker and tracking progress.
Responsible for coordinating the Contractor Bussing Operations and manage the airport-wide parking for public and contractors.
Responsible for coordinating the off-airport roadways impacts.
Coordinate/Collaborate with the Stakeholder Management Team to ensure development and implementation of stakeholder management and communication plans, including public messaging for on-airport and off-airport stakeholders.
Responsible for addressing and managing the EWR Terminal B Construction Phasing and Construction Logistics impacts.
Develop Executive and Performance reports and presentations, including but not limited to KPIs, weekly, quarterly, monthly, annual reports, executive summaries and presentations.
Collaboration with other Construction Managers, Program Managers, Design Managers, Project Controls.
Team, Risk and Change Management.
Mentor staff.
Perform other duties as assigned.
Who You Are
Required Qualifications
Bachelor’s degree in engineering, Construction Management, or a related field.
Certified Construction Manager (CCM).
Minimum of 12 years of experience in construction logistics management, preferably in large-scale infrastructure or aviation projects.
Demonstrated expertise in developing and implementing construction logistics plans.
Strong Conflict Resolution skills and ability to lead efforts across diverse working groups.
Licensed to practice Engineering or Architecture in New York or New Jersey.
Proficiency in construction management tools and software.
Comprehensive understanding of construction staging, phasing, and milestone management.
Strong verbal and written communication skills.
Strong problem-solving skills with attention to detail and accuracy.
Ability to collaborate with cross-functional teams and work independently when required.
Preferred Qualifications
Proven experience in construction logistics management for large-scale projects.
In-depth knowledge of construction management principles and methodologies.
Proficiency in project management software (e.g., AutoCAD, Microsoft Project).
Experience in alternate/ project delivery (Design – Build, Design-Bid-Build, etc.)
Any of these certifications are a plus:
LEED AP Building Design + Construction (LEED)
Certified Logistics Professional (CLP)
Certified Associate in Project Management (CAPM), Project Management Professional (PMP) or
Program Management Professional (PgMP)
