This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY :
The Senior Manager, Timekeeping/Payroll, will serve as the primary project lead for MTA Bus, NYCT and MTAHQ with the planned upgrade and migration of the timekeeping system (WF Kronos WFC to UKG WFM). The incumbent will assume all duties and responsibilities of a primary project lead working with consultants from several disciplines, Finance Executive Management, MTA IT, Payroll, Human Resources, Labor Relations, Legal, internal and external auditors managing future upgrades and in developing and guiding change and process improvement to maintain and enhance the timekeeping application. The position will also support the corporate objective of onboarding the MTA HQ population on the WFM platform. The incumbent will assist in the development of new business processes designed to enhance the overall effectiveness and uniformity of payroll/timekeeping procedures and support the Deputy Directors from both agencies in other planned activities and maintenance of day-to-day operations with the primary goal of ensuring that employees are paid timely and accurately.
RESPONSIBILITIES :
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Provide leadership to core resource teams responsible for the development, functional and technical design, project management and implementation of new initiatives and processes.
Advise technical consultants regarding business requirements, system process flows and impacts of technical modifications on Timekeeping/payroll functionalities.
Provide functional support to ensure Timekeeping/payroll system maintenance requirements and automate special payroll calculations for better efficiency and accuracy.
Responsible to advise senior management on key decisions regarding design and approval of related systems to include user acceptance testing (UAT) protocols.
Actively participate in the update and inclusion of a retro-active wage adjustment (RWA) module in PeopleSoft that will interact with the WFM timekeeping system capable of handling the nuances of agency pay groups pay rules.
Manage and review timekeeping/payroll processes and their controls regarding payments, exception reports and issues resolutions.
Support Managers with day-to-day operations and the completion of work.
Routinely assess and update the Internal Controls program relevant to WMF Timekeeping processes for both agencies (MTA Bus lead and supporting NYCTA & MTAHQ). This will include the review of timekeeping/payroll functions such as, off cycle checks, final payouts, weekly payroll processing.
Support timekeeping/payroll production with systems interfaces, table maintenance (positions, plan grades, accounts), data discrepancies, reporting and development of timekeeper WMF training.
Support and assist with monitoring compliance with CBA’s, MOU’s and regulatory mandates as they pertain to timekeeping/payroll processing and disbursement.
Maintain and improve documentation of Time & Attendance audit reports.
Maintain and update timekeeping/payroll systems Policies and Procedures.
Assist in developing reports, queries, hyper-finds to streamline reporting from the timekeeping and payroll systems that can be utilized by internal and external approved entities.
Perform routine timekeeping/payroll data analysis for accuracy, timely resolution of variances and identification of recurring issues requiring changes in process, information, training, etc.
Manage year-end tax reporting and various gross wages analysis. Assist with the annual year-end, year-end accounting requests Vehicle usage calculation for W2s, annual system process (i.e., holiday updating, leave adjustments etc.) processing including processing W-2's.
Assist with the training of subordinate managerial, supervisory, and unionized staff members and ensure that staff have the necessary training, skills, and tools to perform their duties.
Perform/assist with special projects as needed by senior management.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Payroll rules and collective bargaining agreements (CBAs) that govern payment to employees.
Must have good time management skills to meet continuous critical deadlines.
Ability to effectively communicate with all departments within the company, various levels of management and external contacts.
Strong organizational skills and the ability to work independently to ensure timely completion of assigned tasks.
Excellent verbal and written communication skills.

Proficiency in MS Office (Word, Excel) and/or comparable applications.
Availability to work late on weekly payroll closing day, scheduled on Thursdays.
Availability to work weekends and holidays as needed.
EDUCATION AND EXPERIENCE :
Required:
Bachelor's Degree or Associates Degree with relevant experience in Business or related field.
Minimum of Six (6) years of experience in a Payroll/ Timekeeping function to include payroll processing, auditing, analysis, and reporting.
Demonstrated supervisory and/or leadership abilities.
Preferred:
Knowledge of PeopleSoft, CMS and Kronos Systems.
Minimum 2 years in managing and monitoring employees (Or satisfactory equivalent of experience and education).
