SALARY RANGE : $113,300 - $124,724.19

LOCATION : 2 Broadway

HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

This position assists with the management and coordination of economic and policy analyses as necessary for the MTA and MTA Agencies, including economic, statistical, budget, and other analyses. This position also tracks subsidy revenues and Agency utilization (farebox and toll revenue, ridership, traffic), and assists in the analysis of cash flow needs and the impact of financial policies set forth by management. This position also reviews Agency monthly reports and financial plan submissions and participates in the preparation of MTA-consolidated materials.

RESPONSIBILITIES :

  • Assist in the development of MTA financial plans, including alternatives under various scenarios, for utilization and subsidies.

  • Oversee and analyze monthly ridership and traffic Monitor and analyze monthly ridership and traffic, and farebox and toll revenue.

  • Conduct econometric and statistical studies as requested, including econometric modeling.

  • Initiate, develop, and coordinate all analysis on local, regional, and national economic conditions and project their impact on state and local subsidies.

  • Assist in the process of evaluation and quantify impacts of proposed state and federal legislation.

  • Support analysis of current and proposed fare and toll policies.

  • Manage commuter rail passenger mile estimation program, including the designation of statistical samples and the calculation, the annual reporting of results and overseeing the annual review by outside auditors.

  • Oversee data compilation and development of monthly MTA-wide ridership and traffic report.

  • Administer compilation and verifies MTA operating agency operating statistics data for inclusion in MTA Annual Report.

  • Other duties as assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES

  • Must have knowledge of economics, econometrics, and statistics.

  • Must have knowledge of financial planning, analysis, forecasting and control techniques.

  • Must have knowledge of MTA organization, including detailed relationships with its constituent Agencies.

  • Must have knowledge of State and local financial and political processes.

  • Must have knowledge of government taxation and subsidy funding as they are related to sustaining MTA operations.

  • Must have knowledge of Microsoft Office (Excel, Word, PowerPoint), including macro development and pivot tables.

  • Outstanding report writing and good communication skills required.

  • Must have excellent collaboration, and problem-solving skills with ability to convey information both in a precise technical manner and in a concise understandable manner.

  • Must be comfortable working as part of a group as well as independently and must be able to perform the functions of this position without the need for direct hands-on supervision from the immediate supervisor.

  • Must be a self-starter with initiative and ability to resolve issues without constant supervision.

  • Must have a flair for numerical data with knowledge of accounting and the ability to interpret and present figures with a willingness to learn and keep oneself updated with new system developments.

    EDUCATION AND EXPERIENCE :

    Required:

  • Bachelor’s degree (preferably in economics, public policy, statistics, finance, or business administration). An equivalent combination of education and experience may be considered in lieu of a degree.

  • A minimum of seven or more years of progressive financial (preferably economics/public policy and budgeting) experience with major government or corporate entities is required. A Master’s degree in a related field can substitute for two years of experience.

    Preferred:

  • Knowledge of Hyperion Planning.

  • Master’s degree in a related field.

  • Familiarity with the MTA’s financial process.

  • Familiarity with the MTA’s policies and procedures.
