HOURS OF WORK : 9:00am – 5:30pm (7 ½ hours)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

The incumbent will be responsible for documenting current business processes and identifying opportunities to enhance efficiency/effectiveness. Provides input and overall strategy recommendation in consultation with the Sr. Director – Audits, Investigations & Contract Compliance and the Deputy Chief Diversity Officer. Additional responsibilities include, but are not limited to, the on-going assessment and reporting of MWDBE and SDVOB participation on MTA’s federal and state funded contracts; ensuring MWDBE and SDVOB information is accurately and timely entered into the contract management databases; updating and maintaining related Contract Compliance electronic files, conducting related research, collecting and analyzing data; reviewing and providing recommendations for departmental processes and procedures; enhancing and providing administrative support for payment verifications and reporting as requested; and detailed review of contact records related to MWDBE and SDVOB Contract Compliance. The incumbent will assist the Sr. Director – Audits, Investigations & Contract Compliance by preparing documents in response to IG, Legal, Audit, and federal and state regulatory requests.

RESPONSIBILITIES :

  • Review all agency requisition/requirements for goods, services, and capital related contracts to establish MWDBE and SDVOB participation goals. Responsible for identifying M/W/DBE’s and SDVOB’s capable of providing goods and services to establish the required M/W/DBE and SDVOB participation goals.

  • Takes a lead role in performing accurate and timely management of contracts by inputting data into the NYS Contract System. Also, this role will be assigning and reviewing the work of an analyst to ensure that contract files are maintained; and that utilization plans or waivers have been established and awarded. Will ensure that the analyst’s work is accurately reflected in the system. Monitor input of the Primes Contractors monthly payment reports within the NYS Contract System and conduct follow-up for any late submissions.

  • Prepare contracts for closeout by obtaining payment verifications from subcontractors and Notice of Final Payments from MTA Agencies. Create administrative business processes for timely responses to discrepancies on MWDBE/SDVOB contracts.

  • The incumbent will be required to assist the Sr. Director – Audits, Investigations & Contract Compliance with contractor evaluations submitted to Agency Liaisons or into the ACE/KPI databases.

  • Provide administrative support and reporting. Assist in gathering information for reports, including doing analysis on a timely basis for management review on various contracts. Review the relevant reports and processes to make recommendations for MWDBE and SDVOB compliance by reviewing processes and recommending workflow efficiency enhancements.

  • Works with agency audit groups, MTA Audit Services, MTA Office of the Inspector General, Procurement Departments, Capital Program Management and regulatory agencies on various projects and keeps open lines of communication to be sure that issues that they may require their review are brought to their attention. Leads research and provides direction to the analyst supporting research, as well as the collection and analysis for reports as required. This is to assist the Contract Compliance Unit with submission to the applicable outside agencies. Reports findings to the Sr. Director – Audits, Investigations & Contract Compliance as needed.

  • Monitor input of the Primes Contractors monthly payment reports within the NYS Contract System and conduct follow-up for any late submissions.

  • Generate, analyze, and create PowerPoint presentations for MTA Audit Committee and MTA Diversity Committee board meetings, and analyze and prepare contract compliance staff meeting materials on closed contracts and the receipt of subcontractor agreements.

  • Provide system support to Contract Compliance Managers, MTA Agencies and contractors and identify system enhancements to improve business processes.

  • Other duties as assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES

  • Must be able to effectively work on multiple projects simultaneously.

  • These tasks require a strong attention to detail and excellent organization and presentation skills.

  • Excellent communication skills.

  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, MTA Inspector General’s Office, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

  • Must be effective in doing research of contractors and record checking under circumstances where full contractor cooperation may be difficult or lacking.

  • This requires demonstrated analytical capabilities and quantitative skills; as well as demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

    EDUCATION AND EXPERIENCE :

    REQUIRED:

  • Bachelor’s Degree or an equivalent combination of education and experience may be considered in lieu of a degree; and

  • Minimum of 5 years of professional level experience in Compliance, Audit, Procurement or Contract work, or a minimum of 8 years of professional work in business.

  • Must have demonstrated leadership or supervisory ability.

  • Knowledge of Federal and State laws and regulations governing programs.

  • Knowledge and understanding of research techniques, including data collection, data analysis, issues identification and problem resolution.

    PREFERRED:

  • Prior experience monitoring and reviewing construction scopes of work and cost estimating of the various trades preferred.

  • Knowledge of MTA’s MWDBE/SDVOB programs and objectives preferred.

  • Familiarity with the MTA’s policies and procedures.

  • May need to work outside of normal work hours (i.e. evenings and weekends.

  • Travel may be required to other MTA locations or other external sites.
