Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative City Planner (NM) for a position with the Upstate Water Supply Capital Design Program (UWSCDP) Section, Planning Directorate, position located in Kingston, New York.

The Bureau of Water Supply’s (BWS) Planning Directorate is responsible for the effective initiation and design of capital infrastructure projects in New York City’s upstate water supply in collaboration with the DEP’s Bureau of Engineering Design and Construction (BEDC) and their consultants. This position is in the BWS Planning Directorate’s Upstate Water Supply Capital Design Program (UWSCDP) section, which manages all BWS design phase responsibilities for all BEDC managed capital projects throughout the bureau north of Hillview Reservoir, including being fully knowledgeable on the current and required capital budgets. With over $4B in projects in DEP’s capital infrastructure ten-year plan, the UWSCDP section’s responsibilities include the rehabilitation and repair of the Upper and Lower Catskill Aqueducts, the advancement of the $1.3B Ashokan Century Program, the Water Supply Resource Recovery Facility (WSRRF) Program focusing on rehabilitation of six facilities throughout the watershed, and the $1.6B Kensico to Eastview Connection Tunnel, among numerous other dam, road, bridge, building and associated facility projects related to the water supply.

Under general direction, of the Chief, Upstate Water Supply Capital Design Program, the Administrative City Planner (NM) will serve as Program Manager Ashokan Century Program and Water Supply Resource Recovery Facility Program and will be the lead for program management for approximately $1.5 Billion in capital projects within the Ashokan Century Program and Water Supply Resource Recovery Facility Program on behalf of BWS, with a focus on ensuring design and EIS contracts reach 100% completed, then accepting other future capital project responsibilities. Working under general direction, and in close coordination with the Chief and Deputy Chief of Upstate Water Supply Capital Design Program (UWSCDP) Section, the selected candidate will serve as a Senior Capital Design Project Manager (CDPM) from project initiation through the design phases and will be responsible for assisting with the successful and timely design and construction start of the multiple projects under the Ashokan Century Program and implementation of current and future projects on behalf of the Bureau of Water Supply. Specific duties include:

General:

The primary and related projects include coordination of:

  • Serve as the BWS lead liaison to BEDC for the portfolio of projects comprising the Ashokan Century Program, creating and representing the consensus position of Source Water Operations, Watershed Protection Programs, Water Quality, Planning, Water Supply outreach, and Executive.

-Serve as the BWS lead liaison to BEDC for the portfolio of projects comprising the Water Supply Resource Recovery Facility Program creating and representing the consensus position of Source Water Operations, Planning, and Executive.

  • BWS lead liaison for future projects that might include aqueduct and tunnel rehabilitation and new construction projects for dams, roads, bridges or other infrastructure rehabilitation projects both east and west of the Hudson River in NYC’s upstate watershed area.

  • Serve at the BWS lead negotiator of Intergovernmental Agreements (IGAs) or other agreements, serve as contract management.

  • Maintain full knowledge of all project capital budget needs in order to provide accurate input to the Prelim, Exec, and September Plans.

  • Other projects associated with UWSCDP portfolio of projects that might arise as part of the asset management program.

  • Supervise and mentor junior staff.

Daily:

  • Develop meeting agendas and attendees. Lead meetings, note next steps, and ensure successful follow-through.

  • Ensure that all deliverables are reviewed in a timely manner.

  • Provide comments and recommendations on project scope, schedule, budget, and risks.

  • Serve as BWS liaison to BEDC, representing the consensus position of Source Water Operations, Watershed Protection Programs, Water Quality, and Executive facilitating requests for information and monitoring field work.

  • Serve as liaison within BWS to coordinate reviews and escalate issues as they arise.

  • Develop presentations for a wide variety of audiences both internal and external to DEP.

  • Coordinate meetings and site visits.

  • Track and effectively respond to requests for information.

  • Conduct research or files searches on a wide variety of subjects related to NYC’s water supply system.

Monthly:

  • Serve as a representative with outside agencies and communities on a wide-variety of projects and issues.

  • Provide briefings to senior staff in a thorough and organize fashion, and within the scheduled timeframe.

  • Disseminate documents for BWS review, track responses and compile comments.

  • Manage capital budget on behalf of UWSCDP for projects in this position’s portfolio, provide justifications and respond to requests for information.

  • Ensure project responsibilities to regulatory deadlines are met.

Annually:

  • Provide briefing materials for State regulator briefings.

  • Provide updates for FAD-related projects.

  • Write portions of section’s annual report to Director or Executive management team, as needed.

License Requirement

At the time of appointment, candidates must possess a Motor Vehicle Driver License valid in the State of New York. Employees must maintain this license for the duration of employment.

  • Excellent interpersonal skills and ability to mediate conflicts.

  • Management experience preferred.

  • Driver’s license valid in the State of New York

  • Ability to travel, as necessary, to other BWS locations

New York City residency is not required for this position.

Kingston is a City in Ulster County, New York approximately 90 miles north of New York City.

Qualifications

  1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or

  2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or

  3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
