Finance Procurement Specialist

Reporting to the Finance Procurement Director and Chief Procurement Officer, the Finance Procurement Specialist manages the procurement process for goods and services, ensuring adherence to NYS Procurement Guidelines and CUNY Procurement Policy. Responsibilities include documenting and enhancing the pay-to-procure process, conducting solicitations, preparing specifications, and ensuring compliance with procurement standards. The specialist collaborates with the procurement team, accounts payable, budget, and end-user departments to streamline workflows, resolve issues, and provide exceptional customer service. This role also involves evaluating bids, negotiating with suppliers, and managing procurement documentation for timely and cost-effective purchasing decisions. Duties include, but are not limited to:
• Oversee the purchase of materials and services, ensuring alignment with departmental needs and budget constraints, managing urgent requests, and verifying requisition accuracy.
• Conduct solicitations (Request for Quotes, Request for Information, Request for Proposals, Invitation for Bids) in compliance with NYS Procurement Guidelines and CUNY Procurement Policy and prepare detailed specifications for required items.
• Assist in implementing internal controls for new or revised purchasing procedures.
• Review and evaluate bids and quotations for price, quality, and supplier responsiveness, and research potential suppliers to streamline the pay-to-procure process.
• Negotiate with suppliers and stakeholders, manage P-Card administration, and ensure timely processing of purchasing documentation.
• Act as a liaison between suppliers, procurement staff, end-users, and the campus community, providing exceptional customer service and support.
• Provide training on ERP systems and procurement processes, and support departments with specification writing and issue resolution.
• Supervise College Assistants, assisting in their training and maintaining accurate records of procurement activities.
• Submit contracts to the New York State Comptroller via the Electronic Documents Submission System (EDSS) and participate in required CUNY training sessions.
• Advertise procurement-related solicitations in the City Record and NYS Contract Reporter.
• Liaison with CUNY Legal for contract approval and coordinate with auditors and other agencies as necessary.
NOTE:
Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office. All full-time and part-time CUNY staff are expected to work in-person at their campus office 70% of their work time. For full-time staff, this is equivalent to 7 out of 10 days of in-person work in a two-week period (e.g., 7 days in-person, 3 days remote). This hybrid work schedule is subject to change.
QUALIFICATIONS
THIS POSITION IS OPEN TO CURRENT CUNY EMPLOYEES ONLY
Bachelor’s degree and four years of finance and procurement-related experience required.
Preferred Qualifications:
• Bachelor’s degree in Accounting, Business Administration, Finance, Economics, or a closely related field.
• Experience with PeopleSoft, Jagger ERP Systems, and procurement in government and/or higher education.
• Knowledge of CUNY and NYS purchasing regulations, policies, and procedures.
• Experience with the procuring of scientific equipment, computer hardware/software, facilities Supplies, and building repairs and maintenance.
• Proficiency in Microsoft Excel, Word, and Access.
• Strong analytical and problem-solving skills.
• Excellent negotiation and communication abilities.
• Ability to manage multiple tasks and prioritize effectively.
• Detail-oriented with a focus on accuracy and compliance.
• Strong organizational and time-management skills.
• Effective team-building, decision-making, and independent working abilities.

COMPENSATION AND BENEFITS
Salary Range: $62,411 to $75,465; commensurate with education and experience.
