HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Finance and Administration is charged with the planning and management of the agency's resources and advises the Commissioner and senior team on how to improve efficiency and allocate funding to carry out HPD's mission. OFA is comprised of Budget, Capital Planning, Fiscal Affairs, Human Resources and Facilities. These divisions, work in conjunction to provide centralized support, consultation, and oversight on a broad range of financial and other issues for the entire agency.

Fiscal Affairs leads the agency’s effort to process the agency’s accounts payable and receivables (including the payment of Section 8 vouchers), for the reliability of financial reporting, of the agency’s expenses, and revenues.

Your Impact:

The Fiscal Accounts Payable Division is responsible for processing all payments to vendors for goods and services rendered to HPD. The division ensures all accounting practices conform to the NYC Comptroller’s Directives, federal standards, New York City Charter, and The Procurement Policy Board Rules Prompt Payment Guidelines.

Your Role:

  • Review and desk audit of Emergency Housing Voucher (EHV) Rental Subsidies payment adjustments

  • Examine all supporting documentations for accuracy using Emphasys Elite

  • Perform calculations for retroactive Rental Subsidies and retroactive rent increases.

  • Receive and log all adjustments transmittals from various units within Dept of Tenant Resources

  • Approval/disapproval/deletions of all adjustments/HAP for EHV as deemed warranted.

  • Responsible for all HAP Subsidies returned checks.

  • Liaise with the Comptroller’s Office for the cancellation and re-issuance of checks and in obtaining copies of cashed checks.

  • Reach out to vendors regarding returned payments, confirmation of payment addresses and re-mailing of checks.

  • Serve as a liaison for all vendor related inquiries regarding EHV Rental Subsidies.

  • Provide vendors with registers, check information and other payment related data.

  • Section 8/EHV Telephone System

  • Sign onto the designated telephone system each morning. Field calls from vendors and respond to their queries and requests in a timely manner.

  • Redirect calls requiring responses and solutions that are outside unit jurisdiction to the appropriate unit or division for action.

  • Special EHV Assignments

  • Perform any projects and ad hoc activities that are EHV related

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
