S ummary

The Director of Contract Compliance & Diversity will provide leadership and guidance in efforts to promote diversity and inclusion in all MTACD- managed procurements. The Director, Contract Compliance & Diversity with the Diversity Team will be responsible for e nsuring MTACD Procurement's compliance with adherence to contract terms and conditions, project execution by managing the Agency Contractor Evaluation (ACE) System as well as monitor ing and stay ing up-to- date with Federal Disadvantaged Business Enterprise (DBE) requirements, New York State Minority and Woman Business Enterprise (M/WBE), Service- Disabled Veteran Owned Businesses (SDVOB), Small Business Enterprise (SBE) procurement regulations.

The Director of C ompliance & Diversity will work closely with the Diversity Team and Project CEO to develop and implement the contractor, consultant, and supplier diversity strategic plan, initiatives, and compliance reporting within MTACD Procurement. Responsible for incorporating effective diversity and inclusion practices into daily operations, culture, practices, processes , and procedures. Champions outreach events, forums, and contracting vehicles , ensuring MTACD continues to provide procurement inclusion for diverse contractors, consultants , and suppliers.

Responsibilities

Develop and foster success in the contractor/consultant/supplier diversity function at MTACD Procurement and ensure alignment with the objectives, vision, and strategies of DDCR and New York State objectives.

Conceptualize, implement, champion, and monitor initiatives to promote supplier diversity and the utilization of disadvantaged and small business enterprises, minority-owned and women-owned businesses , and service-disabled veteran - owned businesses in MTACD - managed contracts.

Directs and supports the procurement staff in identifying and developing opportunities for D/M/WBEs, SDVOBs, and SBEs, along with tracking, monitoring , and reporting diversity activity.

Assists with directing and driving MTACD Procurement's discretionary spending goals (including external outreach, internal communication, procurement of goods and services , and compliance efforts).

Serve as liaison between MTACD Procurement, project management , and MTA's DDCR to ensure compliance with federal, s tate , and MTA requirements.

Lead the formulation of procurement procedures related to contractor/consultant/supplier diversity reporting, monitoring , and compliance and with other duties as assigned.

Establishes the appropriate infrastructure to ensure key performance objectives are met.

Administer learning evaluations a n d assessments to ensure targeted levels of program success .

Keeps informed of Federal and State laws and regulations to ensure compliance and legal adherence to regulatory requirements for MTA, contractor s, and Consultants.

Assist with and oversee the A ll Agency Contractor Evaluation (ACE) system to ensure the overall process and integrity of the system . This is done to monitor the contractor/consultant 's performance and adherence to the contract requirements.

Manage and oversee the MTACD Background Check process and serve as the VRU liaison to get Prime and subcontractor Background Checks processed for New Awards as well as Contract Modifications. Background checks must be performed on ALL New Awards (Prime and sub) and modifications over a particular dollar value to ensure no Significant Adverse Information (SAI) for the vendor prior to starting work on any MTA project .

Education and Experience

Bachelor's degree in Public Administration, Finance, Business Administration, or a related field.

Must have a minimum of ten ( 10 ) years of experience in a similar position within a procurement, diversity, civil rights, compliance , or similar department .

Training in supplier diversity, procurement, and contract management preferred .

Must possess leadership skills that inspire trust, collaboration, urgency, and organizational success .

Knowledge of MTA objectives and operations and an understanding of government regulations are preferred .

A proven leader with experience leading transformational change within a large organization is preferred .

Communicates and influences effectively, with the ability to motivate a n d influence others inside and outside of assigned function s .

Ability to plan and track, remove barriers, manage change, resolve conflict, build consensus , and motivate the team for multiple concurrent projects .

Excellent verbal and written communication skills with the ability to tailor messages to a given audience and present information in a clear , concise manner .

Ability to prioritize, organize , and multitask in a flexible, fast-paced, and challenging environment .

Ability to partner with senior leadership to craft and execute visionary solutions that deliver value to end customer s.

Ability to build and maintain effective working relationships.

Ability to work with minimal supervision.

Must be a self-starter and have a strong work ethic.

Knowledge of Microsoft Office Suite and comparable applications.
