Job Description

The Office of Contracts is one of the centralized offices within the Department of Social Services (DSS) which provides procurement services to the Human Resources Administration and the Department of Homeless Services. Working with various stake holders, including agency leadership, program areas, and oversight such as the Mayor's Office of Contract Services (MOCS), New York City Department of Finance and the Department of Investigations (DOI), the Office of Contracts is responsible for the processing of procurement actions, such as new awards, modifications to existing contracts, renewals, and ensures the development of plans to ensure continued services after contracts expirations.

Under executive direction of the Senior Deputy Agency Chief Contracting Officer (Senior DACCO), with wide latitude for independent judgment, initiative and decision making, the Deputy Agency Chief Contracting Officer (DACCO) for the Contract Planning and Initiation is responsible for the development of new procurement initiatives for DSS/HRA/DHS program areas and the initiation process of all solicitation activity of the Agency’s procurement portfolio which accounts for over 18% of the City’s overall procurement footprint, the equivalent to over $3.2 billion.Participate and collaborate with the Senior DACCO and Agency Chief Contracting Officer (ACCO) to formulate and implement procurement policies, procedures, strategies and goals. Implement internal departmental policies and procedures that supports the efficient operation of the division which include all Requests for Proposals (RFPs) and Competitive Sealed Bids (CSBs) for standard services, professional services and human/ client services, negotiated acquisitions, demonstration projects, required method procurements, required source procurements and small purchases.

The Office of Contracts is recruiting for one (1) Administrative Procurement Analyst M-IV to function as Deputy Agency Chief Contracting Officer,Contract Plannining and Initiation within the Contract & Planning and Initiation Unit who will:

  • Work with executive staff at the Mayor’s Office of Contract Services (MOCS), Comptroller’s Office, and the Office of Management and Budget (OMB); DSS/HRA/DHS Program Executives, and DSS Chief Executive Staff, in the development of procurement strategies and policy for the solicitation of new and on-going Agency initiatives, programs and services to address the needs of New Yorkers. Develop policy and directs the solicitation process through the appropriate procurement method per the Procurement Policy Board (PPB) rules and NYC Charter, for efficient vendor selection, contract registration and service implementation.

  • Oversee the development and coordination of procurement plans for DSS program areas for the fiscal year, to develop and define service specifications and procurement processing initiations.Determine and recommend alternative/supplemental, procurement methods to the Competitive Seal Bids (CSB), or Request for Proposals (RFP) method, for more appropriate service implementation where needed. Evaluate and assesses program area’s request for special case determinations, including but not limited to negotiated acquisitions and sole sources purchases. Make recommendation to the Senior DACCO and ACCO on special case determinations.

  • Oversee the review and progress of solicitation processing, applying delegated approval authority on behalf of the Senior DACCO and/ or ACCO as needed, especially when atypical processing procedures are required to accelerate processing for expedited service implementation. Ensure such processing is in accordance with the PPB rules and City Charter. Perform as the primary representative of the Office of Contracts to internal DSS offices, such as the Commercial Law Unit of the DSS Office of Legal Affairs and the DSS Office of Budget Administration, and oversights agencies, such as the Office of Management and Budget (OMB) to address any administrative needs in these circumstances.

  • Evaluate and establish precedents/ policy for the determination of qualifications of recommended RFP Committee Members submitted by Agency Program Areas. Makes recommendation to Senior DACCO and/ or ACCO for Committee participation. Determine and implements policies regarding selection procedures of professional consultants and human service vendors.

  • Serve as an adjunct representative for the Office of Contracts on behalf of the Senior DACCO and/ or ACCO at high level meetings and public forums within and outside of the Agency, such as pre-proposal conference and bid openings.Provide formal responses to address any issues related to procurement initiatives and solicitations.

  • Provide strategic direction to the Office of Contracts staff, program areas and external agencies on the selection process of all agency procurements, including special projects and prioritized Commissioner and/or City Hall initiatives.Ensure programmatic needs are met and comply with applicable rules, statutes and laws.

  • Implement and oversee Commissioner’s Declarations of Emergencies. Ensure the solicitation process is completed within an abbreviated timeline.

  • Direct the assessment of preliminary goal setting for the Minority/Women-owned Business Enterprises (M/WBE) Program with regards to solicitations and procurements subject to Local Law 1. Make determination on whether goals are to be disaggregated in order to meet Mayoral policies and to maximize M/WBE utilization.

  • Perform special projects and assignments as delegated by the Senior DACCO and/ or ACCO.

Hours/Schedule: 9am – 5pm with flex

Qualifications

  1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

  2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
