Job Description

The Department of Homeless Services (DHS) is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reducing street homelessness and assisting New Yorkers as they transition from shelter into appropriate permanent housing.

The newly created Shelter Security Management team is tasked with the important role of establishing and maintaining security in DHS facilities. The Shelter Security Management team will expand on existing strategies to enhance security and better connect New Yorkers experiencing homelessness to services, shelter, and housing by taking a trauma-informed approach to site management and security while simultaneously monitoring the effectiveness of this approach supported by empirical data related to the attainment of overall security goals.

The Department of Homeless Services is seeking to hire one (1) Supervising Special Officer III to function as Captain who will;

  • Be responsible for the administration and enforcement of the agency’s Security Program across a large jurisdiction, which involves the supervision and coordination of DHS Police resources within the designated jurisdiction.

  • Supervise and coordinate the activities of subordinate staff and maintain overall discipline and efficiency of his/her unit.

  • Advise locations Supervising Special Officers and staff on operational matters.

  • Act as Hearing Officer on minor violations of rules and regulations

  • Conduct inspections of patrol staff, field locations, and equipment, utilizing appropriate administrative procedures.

  • Supervise the preparation and maintenance of records and reports, while assisting subordinates in the handling of serious or unusual incidents.

  • Direct administrative investigations of intra-agency issues and recommend necessary applicable corrective actions.

  • Advise agency management on security matters and assist with agency policies and directives.

  • Maintain liaison with operations staff and appropriate law enforcement agencies.

Qualifications

A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of fulltime satisfactory experience in the field of law enforcement, protection or security.

Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.

For Assignment To Assignment Level II:

A. One year of experience as a Supervising Special Officer-Assignment Level I; or

B. In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection or security in a supervisory capacity.

For Assignment to Assignment Level III:

A. Two years of experience as a Supervising Special Officer; or

B. In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection or security, at least one year of which must have been in a supervisory or administrative capacity.
