City of New York Assistant Civil Engineer- Project Manager in New York, New York

Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO).

The primary responsibilities of the Bureau of Water and Sewer Operations are: the operation, maintenance and protection of the City’s drinking water and wastewater collection (sewer) systems; the protection of adjacent waterways; and the development and protection of the Department’s Capital Water and Sewer Design Program. The Bureau also approves and inspects water and sewer connections performed by licensed plumbers and/or authorized contractors. In addition, the Bureau has overall responsibility for the approval and inspection of all public and private construction projects which could impact on the City’s water or sewer systems.

We are seeking to hire Two (2) highly motivated Assistant Civil Engineers to join our Capital Program Management-Drainage and Distribution team. The successful candidate will work under the administrative direction of the Engineer-In-Charge/Deputy Engineer-in-Charge and be responsible for performing engineering tasks of moderate difficulty and responsibility related to water and sewer projects throughout the city. This role involves a mix of planning, developing, advancing, and overseeing capital projects from initiation to completion.

Under the Capital Program Management-Drainage and Distribution team, the Assistant Civil Engineer will be responsible for the specific duties and responsibilities listed below, including but are not limited to:

  • Strategically prepare and advance Capital Project Initiation (CPI) packages to initiate projects involving the installation of sanitary and storm sewers, and water infrastructure.

  • Develop sketches, project descriptions, scopes, cost estimates, and budget worksheets.

  • Prepare engineering drawings using computer software and perform calculations to evaluate design alternatives.

  • Track open items related to capital projects to ensure timely delivery.

  • Review engineering plans, specifications, estimates, and reports for compliance with DEP and relevant standards.

  • Maintain detailed records of project progress, including folder organization, design and construction progress, and project closeout.

  • Engage in research, investigations, studies, and examinations related to engineering functions or activities.

  • Report project status, tasks, unanticipated conditions, and possible problems to supervisors.

  • Attend and prepare minutes for meetings related to project tasks.

  • Coordinate with other divisions/bureaus within DEP and outside agencies (e.g., DOC, DOT, DPR).

  • Use background information, modeling software, and other tools to simulate and develop the operation of NYC's drainage systems.

  • Prepare drainage plans, perform hydraulic calculations, and draft plans using appropriate software.

  • Prepare reports and presentations that include background information, methodology, results, and conclusions.

  • Track program metrics and ensure all documents meet required standards.

ALL CANDIDATES MUST BE EITHER PERMANENT IN THE CIVIL SERVICE TITLE OF ASSISTANT CIVIL ENGINEER OR MUST HAVE FILED AND PASSED THE CIVIL SERVICE EXAM FOR ASSISTANT CIVIL ENGINEER (EXAM NO. 5015) TO BE CONSIDERED

Qualifications

  1. A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or

  2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.
