Job Description:

In addition to the compensation above, this position is eligible for location pay ($4,000/year).

Responsibilities

Health Research, Inc. is seeking an Assistant Director, Community Engagement and Outreach to work within the Office of Public Health, New York State Department of Health. The Assistant Director, Community Engagement and Outreach will assist in directing the design and implementation of a Community Engagement Strategy for the Office of Public Health that prioritizes engagement with populations in New York State facing health disparities, community based public health workforce, and community-based organizations. The incumbent will lead a team of regional community engagement and outreach professionals that will strengthen partnerships with community-based practitioners, workforce development institutions, rural health organizations, faith-based organizations, local governmental agencies, local businesses and/or community networks to ensure programs, and funding opportunities reach all communities in New York. The incumbent will work collaboratively across the Office of Public Health and the Department of Health to assess current community engagement efforts and build community engagement best practices in the areas of recruitment and workforce development, community capacity building, program development and grants administration.

Minimum Qualifications

A Bachelor's degree in a related field and five years of experience in the direction and/or management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate's degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff and program management. A Master's degree in a related field may substitute for one year of experience.

Preferred Qualifications

  • At least five years of experience managing or developing and implementing health disparity services.

  • At least three years of experience in the development of programming which address the social determinants of health.

  • At least four years of experience in the development of written materials including program reports, monitoring reports, and evaluations, for State or Federal grants.

  • At least four years of experience using data to inform program development.

  • At least five years of experience working with community-based organizations representing diverse populations;

  • Professional writing experience, including grant applications, peer-reviewed journal articles, white papers, or other professional writing, and presenting, including but not limited to public audiences, and scientific conferences and through virtual platforms and in-person meetings.

  • Experience with equal opportunity and nondiscrimination as it relates to under-represented and underserved populations in healthcare - including but not limited to minority individuals, people and veterans with disabilities, and rural working groups.

  • Experience working directly with people from diverse racial, ethnic, and historically marginalized groups and understand the working knowledge of the concepts of institutional and structural racism and its impact on health care delivery to underserved and underrepresented communities

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25% of the time, will be required.


This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.

This position requires occasional work on weekends, after-hours, and holidays.
