Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had 12 months of permanent competitive, non-competitive, or 55-b/55-c service as a Construction Equipment Operator, General Mechanic, Trades Generalist, Labor Supervisor, Facility Operations Assistant 2, Maintenance Assistant, Maintenance Assistant Mechanic, Service & Repair Assistant (Motor Equipment), or Maintenance Assistant Parks.OROpen Competitive: Three years of experience in general construction or maintenance.Candidates may also be eligible via the following:Reassignment - Currently in title and an employee of DEC.orReinstatement Eligible - Previously held the title on a permanent competitive basis.or55-b/55-c Appointment: Candidates must meet the open competitive minimum qualifications above and include with their resume or application, copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.Note: If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify under NY HELPS or 55-b/55-c cannot be considered.

Duties Description The Conservation Operations Supervisor 1 will support our recreation program; Supervising campground staff, assisting with the recreation spending plan, processing recreation financial reports, overseeing day-to-day operations, maintenance, and minor construction activities in the campgrounds. Additionally, the candidate will be responsible for developing maintenance and work planning activities as well as coordinating activities related to direction from Central Office staff as well as assisting in implementing the Departments Strategic Plan and ensuring that our regional facilities meet accessibility standards. The COS 1 will assist with events such as Get Outdoors & Get Together Day and I Love My Park Day, and support NYWORKS, Adventure NY, and Capital/maintenance projects. Duties may include establishing work schedules, observing work in progress, procurement of supplies and materials purchased from vendors under state contract, as well as utilizing preferred sources as required. Obtain quotes for various projects and prepare purchase requisitions while following department guidelines and policies. May be required to administer and manage contracts with outside vendors. Track supplies, materials, and equipment to ensure they are used properly, accurate and timely submission of schedules, reports and work orders.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain.Must be able to work in remote areas.Must be able to work in adverse weather conditions. Travel may be required.Overtime may be required.
