Summary About the Position: Serves as a Branch Secretary within Safety and Occupational Health Office for the New Orleans District of the U.S. Army Corps of Engineers. Serves as the Corps of Engineers Financial Management System (CEFMS) point of contact for the Branch, serves as an expert by providing any/all personnel assistance in processing Purchase Requests & Commitments (PR&C's) within the automated system/documents. Responsibilities Serves as the Corps of Engineers Financial Management System (CEFMS) point of contact for the Safety and Occupational Health Office. Serves as an expert by providing personnel assistance in processing Purchase Requests and Commitments within the automated system. Serves as a liaison between the Safety and Occupational Health Office and the Finance Office in assuring that all CEFMS data is processed correctly and in a timely manner. Attends meetings, as required, to receive all updated information on CEFMS and provide guidance to all other employees in the Safety and Occupational Health Office. Prepares time sheets and labor reports using the Corps of Engineers Time, Attendance, and Labor (CETAL) system in CEFMS. Serves as Human Resources point of contact for the office, working with supervisors in initiating personnel actions, training requests/actions, incentive awards, providing advisory service for benefits, pay issues, leave, etc. Works with delegated Hand Receipt Holder for the assigned Safety and Occupational Health Office to insure property is accounted for and utilized in the office and the field. Assures control of inventory and conducts periodic surveys to assure that all property is accounted for assures completion of required records. Receives visitors and callers to the Safety and Occupational Health Office involving inquiries concerning a variety of substantive administrative and/or technical issues. Assists supervisor and other technical/professional personnel with preparation and editorial assistance on technical reports, technical papers, and articles. Receives and distributes Safety and Occupational Health Office mail. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Monitor office supplies, equipment, facilities, and/or financial resources; 2) Maintain mail and suspense logs to ensure deadlines are being met; 3) Coordinate fiscal year operating budget covering expenses such as equipment, supplies, salary, travel and training for management; AND 4) Preparing correspondence, reports, and presentations or similar material ensuring proper grammar and punctuation utilizing Microsoft Word or similar automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Executive Assistant/Executive Secretary, Legal Administrative Assistant/Secretary, Business Operations Support and Secretarial Services. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-5). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
