U.S. Coast Guard Management and Program Analyst (Marine Planning), GS-0343-13 in New Orleans, Louisiana

Summary This position is located in the Department of Homeland Security, United States Coast Guard, Atlantic Area, District Eight, D8 Western Rivers, D8 Waterways Management Branch (DPW) in New Orleans, LA Responsibilities As a Management and Program Analyst, this position Serves for new and established projects, programs and systems related to waterways management (WWM). Develops and establishes guidance for carrying out WWM and marine spatial planning functions and effects. Manages the safety of navigation, assists in action plan development for strategic priorities, targets improvements in both effectiveness and efficiency of priorities and objectives related to WWM, marine planning, and navigation safety. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Performing analysis and synthesis of quantitative and qualitative data and evaluations reflecting performance and progress of WWM initiatives. Assessing, developing, and evaluating program processes and products managed within the Waterways Management Division for marine spatial planning and management of the Marine Transportation System. Developing practical, reliable, time sensitive and cost-effective recommendations for accomplishing team and individual projects and special tasks; and develops and adjusts the concept, methodology work plan and milestone schedules. Executing marine planning initiatives to include the maintenance and management of federal and private aids to navigation; rulemaking for limited access areas, vessel routing measures, fairways and anchorages; interagency agency for space and offshore renewable energy installations with a nexus to the marine transportation system; and waterway study to include Port Access Route Study, Navigation Safety Risk Assessment, Waterways Analysis and Management System study, and Ports and Waterways Safety Assessments. Serving as a focal point for interagency efforts to formulate and formalize objectives, policies, and programs to support WWM; Reviews projects for performance and adherence to program objectives. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. A one year probationary period may be required. This position requires a Secret clearance. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications AT THE GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Experience analyzing and measuring the effectiveness and efficiency of operational, administrative and technical programs; Experience drafting standard operating procedures; Experience presenting information to high-level agency/organization officials; and Experience leading and/or managing an administrative support staff.
