Purpose of Position:
Provide support services for Building Partner Capacity (BPC) manual workload located in New Cumberland, Pennsylvania. The support services will assist with BPC case implementation, execution, and financial reconciliation.
Duties and Responsibilities (Essential):
- Create or modify data sets for GFEBS upload tool capabilities.
- Perform research and resolve upload tool errors.
- GFEBS project development and modification so Obligation Authority can be posted.
- PR creation, adjustment, and reconciliation if errors occur.
- Inputting delivery billing.
- Researching and resolving Unmatched Transactions (UMTs).
- Validating obligations for financial reconciliation -- supports Dormant Account Review Quarterly (DAR-Q) initiatives.
- Reconcile financial data in various systems, ensuring all transactions are properly recorded, and preparing cases for closure activities.
- Developing and providing training on new BPC processes detailing things like how to run Status of Funds (SOF) reports.
- Assembles financial reports and provides analysis on BPC program execution.
Provide support for other duties as assigned with proper approval.
Qualifications:
- An Active US Government Security Clearance
- Minimum/General Experience: Six years of logistical experience is required. The type of experience necessary includes six years of task-related technical experience. Experience in either logistic support planning, material fielding, or sustainment support for systems, major end items, supply, or maintenance organization required.
- Minimum Education: bachelor's degree in such disciplines as Logistics Management, Supply Chain Management, Project Management, Business Administration, Accounting, Contract Management, Business Law, Economics, Strategic Studies, Foreign Policy, International Studies, Political Science, Liberal Arts, Education, or other related technical, or professional disciplines.
- Related bachelor's degree in finance or accounting (desirable)
- In lieu of a degree, six additional years of related experience is required.
- GFEBS experience required.
- EFD (Electronic Funding Document), CISIL (Centralized Integrated Systems-International Logistics), PIEE (Procurement Integrated Enterprise Environment) experience desired.
- Prior experience with Army Logistic systems is highly desirable.
- Prior experience with FMS is desirable.
- Must have working, demonstratable knowledge of Microsoft Office Suite products such as Excel, Word, and Teams.
- Applicant must possess excellent oral and written skills.

- Work environment is business casual attire in an office atmosphere.
- Must be able to sit for extended periods of time.
- Must be able to operate a computer for extended periods of time.
- Must be able to operate a phone both making and receiving calls and taking or conveying information.
- Must communicate effectively, both verbally and in writing.
- Occasionally lifts/moves up to 25 pounds.
Potential for some telework at the discretion of the supervisor and after training is complete.
