Marketing Statement: Director Treasury Technology

The Washington Metropolitan Area Transit Authority is seeking a skilled professional who thrives in a collaborative environment to join our treasury team. The individual for this position will use advanced knowledge of fare payment platforms to direct the delivery of payment program integration with existing Treasury technology. The successful candidate will lead technology development and maintenance for the Authority’s revenue programs; and be a detail-oriented, fast learner possessing superior critical thinking and project management skills among others, and have a demonstrated expert proficiency in Excel modeling.

General Hybrid Work Statement:

This opportunity is a hybrid opportunity allowing for flexibility between virtual and in-person work subject to the Authority’s telework policy.

MINIMUM QUALIFICATIONS

Education

  • Bachelor’s degree in Finance, Engineering, Economics, Public and Business Administration or a related field

  • In lieu of a bachelor’s degree, a High School Diploma or GED with four (4) years of increasingly responsible experience effectively leading and managing a division or department doing related work.

Experience

  • A minimum of ten (10) years of increasingly responsible experience effectively leading and managing a division or department. Experience should include five (5) years managing an operation or program team with transit fare systems and fare program development, managing budgets, contractual and partner relationship management, presenting to boards, commissions and/or committees, responding to public inquiries and requests.

Certification/Licensure

  • N/A

Preferred

  • Master’s degree in Finance, Engineering, Economics, Public and Business Administration or a related field

Mission Essential Designation

In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Director, Treasury Technology will lead the technology solution behind treasury initiatives in an open- or closed-loop system including Smart Benefits, MiFare SmarTrip management, CPOS next generation technology, next generation back office, next generation payment technology, and SSRM technology deployment as it relates to credit card payments and SmarTrip card sales. Additionally, this role will have responsibility for merchant service provider accounts and services, and PCI audit management.

ESSENTIAL FUNCTIONS

  • Provides oversight and direct the performance and delivery of payment program integration with existing Treasury technology by developing goals, milestones, and strategic analysis for all payment programs.

  • Provides oversight and direct the technical expertise for revenue programs including SmartBenefits, UPass, CPOS – to include identifying current and/or potential system deficiencies and providing recommendation for solutions.

  • Oversees and leads the annual PCI audit.

  • Oversees and lead in merchant bankcard processing initiatives.

  • Develops and mentor staff by providing performance oversight and clarifying performance expectations. Ensures staff successfully execute daily activities and special projects associated with short- and long-term agency objectives.

  • Coordinates with partner agencies (e.g., jurisdictional transit operators) to ensure that program, operations, and business requirements are met.

  • Partners with AFC Engineering, AFC Maintenance, Planning and Sustainability, and Information Technology to effect improvements to existing revenue platforms and introduce new platform technologies.

  • Meets WMATA’s goals for customer satisfaction.
