United States Fleet Forces Command SUPERVISORY HUMAN RESOURCES SPECIALIST in Naval Shipyard, Virginia

Summary You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST in the Talent Management and Evaluation Division (Code 50), U.S. Fleet Forces Command Human Resources Office (FLTHRO) of FLEET HRO NORFOLK NAVAL SHIPYARD. Responsibilities You will have full responsibility for Division operations, including policies, programs, procedures, projects/initiatives, notices, and performance. You will provide advisory support to all levels of executive leadership, management and staff regarding the complexities of technically sound and innovative staffing, compensation and classification solutions. You will drive change and optimized HR services through the development and delivery of new policy and procedures, as well as the regular tracking, analysis and reporting of key performance indicators and metrics. You will design and carry out complex studies and projects involving program development, evaluation, and operations. You will develop innovative solutions to customer needs, to include recruitment sources and strategies in order to close personnel gaps. You will direct the recruitment, staffing, and classification operations throughout the serviced population through use of various programs and authorities. You will provide expert advice on the use of hiring incentives, to include recruitment, relocation and retention incentives, superior qualifications, leave accrual, student loan repayment, etc. You will provide administrative and technical supervision to the staff consisting of supervisors and HR Specialists performing the work of the Division. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working at a Master level knowledge in the areas of recruitment, compensation and classification. Experience advising and making recommendations on strategic planning and complex organizational issues. Experience applying, broad Recruitment/Compensation/Classification personnel processing, concepts, principles, and practices. Experience effectively presenting complex ideas and options with the Recruitment/Compensation/Classification Programs to a wide range of audiences in order to tactfully and persuasively present controversial changes so that they are accepted and understood. Experience implementing extensive knowledge of Norfolk Naval Shipyard, its Departments, Branches and Federal sector practices. Experience examining and streamlining HR processes and procedures to by using continuous improvement techniques and strategies. Experience implementing knowledge of data analysis and reporting sufficient to identify, track, synthesize and analyze relevant program data and deliver reports.
