Department of the Navy/Assistant for Administration HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in Naval Shipyard, Virginia

Summary You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Department of the Navy Civilian Benefits Center of OCHR NORFOLK OPERATIONS CENTER. Responsibilities You will counsel employees on the impact and implication of laws, regulations, entitlements and obligations under various optional retirement systems. You will determine employee eligibility for optional and disability retirement and prepare retirement annuity estimates utilizing computer software. You will prepare Voluntary Separation Incentive Payment (VSIP) calculations. You will resolve optional and disability retirement problems which require the incumbent to utilize a comprehensive knowledge of retirement laws, regulations and procedures. You will counsel employees regarding eligibility to continue Federal Employees Health Benefits (FEHB) and Federal Employees’ Group Life Insurance (FEGLI) coverage into retirement. You will complete optional and disability retirement actions electronically using the Defense Civilian Personnel Data System (DCPDS). You will conduct briefings regarding retirement and benefits for DoN-wide serviced employees. You will utilize the Defense Civilian Payroll System (DCPS) to review employee pay data and solve benefits problems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience must demonstrate assisting with retirement/ employee benefits briefings for serviced employees utilizing practical knowledge of retirement, health and life insurance laws, regulations, and policies Experience using a data personnel system and payroll system to assist with processing personnel actions regarding retirement and/or employee benefits and/or Experience with Microsoft Office systems to assist with administrative function of a retirement and benefits program.
