Responsibilities You will provide engineering support in the field of construction contracts between the organization and private contractors. You will provide overall coordination of the construction quality management program for assigned projects. You must review technical engineering specifications, drawings, and statements of work covering complex and diverse designs for constructability and accuracy. You will apply technical knowledge of engineering practices and construction methods in conjunction with sound judgements. You will maintain extensive contact with key contractor representatives to promote partnership and quickly resolve problems. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing pre-award technical reviews of contract documents for Bid ability, Constructability, Operability and Environmental compliance on Design-Bid-Build and Design Build projects of varying difficulty and complexity; 2) Performing Field Quality Assurance duties on construction contracts; 3) Providing contract oversight on contractor Safety and Quality Control programs; 4) Fully functioning as an experienced and independent Quality Assurance (QA) Representative in the field of construction in the areas of Structural, Civil, Mechanical and electrical building systems (NOTE: Your answer must be supported by information in your resume). Education Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
