Naval Sea Systems Command MANAGER in Naval Base Newport, Rhode Island
Summary You will serve as the Division Newport Budget Officer in the Budget Division of NAVUNSEAWARCENDIV NEWPORT RI. Responsibilities You will serve as the Division Newport Budget Officer, a supervisor and head of the Budget Division within Comptroller. You will consult and serve as the principal architect of the Division budget. You will be the principal expert on funds acceptance and funds execution for the Division monitoring and controlling all Division wide aspects during a fiscal year. You will set and evaluate long range plans, goals and objectives and budgetary and staffing needs for the Budget Division. You will be responsible for the administrative and technical management, training and development of a workforce. You will leverage and drive the integration of Data Analytics into Division budget and financial processes. You will represent, as an expert all matters relating to budget, funds acceptance and execution and Navy working Capital Fund financial operation. You will perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's Representative Instruction. (10% of time allocated for COR duties) Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 (GS-13/14 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or managing teams by analyzing financial management systems to identify policy requirements or apply evaluative methods and techniques for the proper execution of working capital fund budgets and financial processes.
