Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Base Newport, Rhode Island
Summary You will serve as a Human Resources Specialist in Staffing and Classification; Human Resources Division of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-09 and GS-10. The NT-02 pay band encompasses positions equivalent to GS-05 through GS-08. Responsibilities You will provide a variety of human resource management advisory and technical support services in one or more personnel management disciplines, i.e., staffing, compensation, classification, and other related federal human resource subject matters. You will serve as an advisor to management and employees providing guidance, consultation, and staff assistance regarding various human resource programs. You will advise management on recruitment strategies, sources, and special programs and provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. You will use the Defense Civilian Personnel Data System (DCPDS), Total Workforce Management System (TWMS) and other electronic systems to process personnel related actions and prepare reports and advisory opinions as required. You will provide regulatory research assistance, advise employees and management on various work and administrative matters, and provide additional support to overall recruiting function. Requirements Conditions of Employment Qualifications TO QUALIFY FOR NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-05 through GS-08 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying basic human resource management principles to develop techniques for recruitment or position classification. TO QUALIFY FOR NT-02: Your resume must demonstrate at least three years of general experience, one year of which was equivalent to the NT-01 pay band (GS-01 through GS-04 equivalency) in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Education TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR NT-2: In lieu of general experience, you may qualify with the following education or combination of both education and experience: Successful completion of a full four-year course of study leading to a bachelor's degree; OR A combination of experience and education as described above that equates to one year of experience.
