Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Base Newport, Rhode Island

Summary You will serve as a Harassment Prevention and Response Program Coordinator in the NAVSEA Warfare Centers of NAVAL SURFACE WARFARE CENTER CMD located in Newport Rhode Island. This position is part of Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13/14. Responsibilities You will have a primary responsibility of developing and executing internal organizational guidance and/or policy to implement a harassment prevention and response program. You will develop internal procedures for tracking and reporting incidents of harassment and retaliation, compliance with training requirements, and continuous program evaluation. You will be responsible for conducting investigations of allegations of harassment across all of the NAVSEA Warfare Center Divisions. You will manage and execute all aspects of the investigative process from complaint intake through the development of a detailed investigative report. You will ensure individuals who allege they have been harassed or retaliated against receive information regarding other potential avenues of redress, and available support services. You will notify management officials, at an appropriate level(s), regarding the existence of reports of harassment or retaliation. You will develop and issue internal guidelines, methodologies and investigative techniques to be used in investigating cases. You will interpret and recommend appropriate implementation of broad policy and program directives. You will collect and compile enterprise-wide data regarding harassment allegations, including anonymous allegations, for annual leadership submission. You will identify trends and work collaboratively with organizational leadership to provide an inclusive environment for reporting harassment and retaliation, and conducting barrier analysis. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and developing internal guidance for the navy's harassment prevention program and to serve as the principal harassment investigator for a command. Education Additional Information The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354). This position is covered by the Department of Defense Priority Placement Program.
