Commander, Navy Installations SUPERVISORY INSTALLATIONS PLANS, PROGRAMS, AND READINESS INTEGRATOR in Naval Air Station Key West, Florida

Summary You will serve as a SUPERVISORY INSTALLATIONS PLANS, PROGRAMS, AND READINESS INTEGRATOR in the office of the Commander, Navy Installations Command (CNIC) Installation at Key West Naval Air Station, Florida. You will be the Senior Civilian and primary advisor to the Installation Commanding Officer, XO, and Command Master Chief (CMC) on matters of Installation Base Operating Support (BOS), Shore Installation Management (SIM), and installation program management readiness integration. Responsibilities You will operate in a dynamic Region and Installation matrix organization structure that includes coordinating, mediating, reconciling, and integrating diverse perspectives of high-level senior officers, directors, leaders, and managers. You will perform a wide variety of analytical and advisory functions related to the entire field of integrated Shore strategic planning, risk management, business planning, current and out-year program challenges. You will continuously study and evaluate the effectiveness and efficiency of programs, projects, and objectives; and coordinate staff actions and events in support of installation operations and service delivery. You will analyze short and long-range mission and readiness impacts of policy changes to the Installation and ensure direction is provided to installation tenants to facilitate compliance. You will review and analyze manpower and fund expenditures data while identifying actual or potential problem areas, trends, significant accomplishments, deficiencies, and areas of imbalance in funding. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as the civilian senior advisor to the Commanding Officer regarding the functioning of the Installation in executing the assigned mission; 2) Analyzing organizational performance facts and data, draws conclusions, and recommends viable strategies for implementing sustainable organizational change; 3) Monitoring the execution of installation military and civilian manpower and personnel management programs to maintain personnel readiness within authorized and funded personnel strengths; 4) Developing communication and engagement approaches with various high-level leaders, officials, and organizations; and 5) Exercising final authority for full range of personnel actions and organization design proposals recommended by subordinate supervisors. *NOTE: This information must be supported in your resume to be considered for the position.
