CACI is seeking an Emergency Communications Assistant Manager to support the Integrated Public Alert and Warning System (IPAWS) Operations and Training Sector. If you are a motivated individual, who is a team player looking to be a part of a critical mission, CACI would like to speak with you!

What You'll Get to Do:

  • Assist the Operations and Training Sector Manager with administrative assignments and support (e.g., identifying areas for improvement and efficiency) and work closely with Manager in strategic planning and implementation. Functions, logistics, and responsibilities that include research, written proposals, executive briefings, scheduling for 24/7 Helpdesk support, and collaboration with partners both internal and external to CACI, among other duties and operational support.

  • Demonstrate leadership through proactive project engagement, action, and attitude.

  • Support the FEMA IPAWS mission to provide integrated services to federal, state, local, tribal, and territorial (FSLTT) authorities enabling them to effectively alert and warn their respective communities via multiple communications pathways.

  • Support the development of policies, plans, and procedures that strengthen program operations and fulfill the IPAWS mission.

  • Support customer virtually as well as in person with a high level of professionalism, and the ability to adapt and fulfill timely requests.

  • Provide technical assistance and subject matter expertise to IPAWS Alerting Authorities, FSLTT entities, developers, and vendors by supporting the IPAWS 24 x 7 call center. This individual will evaluate, analyze, and troubleshoot errant messages, Alert on Behalf of Alerting Authorities, and assist with IPAWS technical questions and inquiries.

  • Maintain alerting system technologies while identifying emerging technologies to advance the practice of emergency communications. This includes supporting the promotion and implementation of best practices and policies for day-to-day and long-term system operations, the facility’s testing environment, and a sandbox environment for exploring advancements in emergency communications.

  • Facilitate demonstrations, briefings, and presentations during engagements at industry-related events, state, local, tribal, and territorial (SLTT) and national conferences, meetings, and working groups; efforts include system integration, installation, operation, and breakdown of technologies and the presentation of technology briefs, manuals, and summary specifications.

  • Maintain proficiency in understanding and implementing emergency communication methods and systems including Emergency Alert System (EAS) devices, Wireless Emergency Alert (WEA) downstream devices, Common Alerting Protocol (CAP) alert origination tools, XML format (ATOM feed), database administration, etc.

  • Function in a collaborative role with IPAWS personnel. This role is expected to identify areas for cross-collaboration, communicate clearly and concisely, have a solution-oriented mindset, thrive in a dynamic environment, and pursue solutions until the resolution of issues and/or the completion of the project.

  • Play a multifaceted role in problem-solving by strategically and logically connecting end-user errors to systems and processes that may involve multiple parties including representatives from customer support, engineering, vendors/providers, etc. This may be done independently or as a working group.

  • Adhere to governing policies, plans, and procedures during the execution of your duties.

  • Lead, support, and facilitate virtual and in-person engagements on emergency communication fundamentals, warning message processes and dissemination, IPAWS architecture, and assess the understanding of public warning principles. Comfort with facilitating audiences to scale and desired content.

  • Awareness in the legislature and policy related to public alert and warning governance with an ability to translate impact and implement into practice or ability to acquire.

  • Perform other duties as assigned and/or required.

You'll Bring These Qualifications:

  • BA/BS and a minimum of 3 years of relevant professional experience (degree requirement may be waived in lieu of experience)

  • Proficient with Microsoft Office 365 (required)

  • Ability to obtain a Public Trust Clearance

  • Travel (up to 50%) for work-related functions, training events, conferences, etc.

  • Experience in the areas of public safety, emergency preparedness, emergency management, risk communications, or emergency communications.

  • Experience managing projects and teams (preferred), developing and delivering training and/or exercises.

  • Characteristics/Skills include customer-service focused, innovative problem solver, detail-oriented, eagerness and willingness to learn, patient demeanor, tech-savvy, leadership mindset.

  • Advanced writing skills to craft briefing documents, situational reports, and emergency warnings.

  • Must be able to lift 50 lbs.

These Qualifications Would Be Nice to Have

Schedule subject to change to meet the needs of the program and customer.

  • Operate in an agile lab environment and possess the ability to quickly become proficient with a wide range of alerting tools and equipment.

  • Synthesize information and produce documentation (e.g., Standard Operating Procedures, professional correspondence, peer-reviewed publications).

  • Experience with Salesforce (preferred)

  • Familiarity with HSEEP-guided principles (preferred)

  • Effectively and proactively communicate and collaborate. Completion of one or more of the following National Incident Management System and Incident Command System courses: IS-100, IS-200, IS-700, and IS-800 (preferred)

Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$71,500 - $150,200
