Responsibilities The Supervisory Logistics Management Specialist, Chief Supply Chain Officer (CSCO) is located at the Tennessee Valley Healthcare System (TVHS). The CSCO is responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of TVHS with multiple sites of care and supported catchment area are met. The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met. Oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations. Establishes, monitors and manages the performance and measurement of logistics functions throughout the VA HCS for all aspects of the supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment. Conducts logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards, of all HCS activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. The major duties of this position include but are not limited to: Standardizes business processes and establishes performance measures. Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Analyzes the supply chain developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting. Conducts strategic planning and quality management of the equipment and leasing programs. Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all expendable (EX) and non-expendable (NX) inventory. Evaluates the overall effectiveness of the logistics activities and operations. Provide support, technical guidance and assistance to all organizational logistics personnel. Oversees inventory management and accountability for all material and commodities. Ensures funds are properly expended before they expire. Utilizes financial information to match projected expenditure rates with acquisition lead times and anticipated workloads. Leads the development of long-range plans and consolidated requirements into acquisition strategies for services, supplies, and equipment. Collaborates with leadership to ensure integrated and seamless logistics and acquisition support to customers. Plans, organizes and assigns work to subordinates engaged in logistics and property management through subordinate supervisors. Ensures all subordinates supervisors and staff keep compliance with all applicable laws, rules, regulations, directives and procedures. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2024. Applicants must meet each of the following requirements: Time-in-Grade and Specialized Experience. These are separate requirements. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to the Time-in-Grade Requirement, applicants must also possess Specialized Experience as described below. You may qualify based on your experience as described below. GS-14 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met. Planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Demonstrating experience with budget formulation and forecasting of expenditures. Overseeing and managing a large group with a variety of occupations and subordinate supervisors. Possessing knowledge of the healthcare industry and complex, integrated health care delivery systems. This should include knowledge of supply chain management for healthcare settings such as expendable healthcare supplies, equipment custody, managing prime vendor / national / service / supply contract purchasing programs and maintaining constant supply of required healthcare supplies during contingency or critical operations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. PHYSICAL REQUIREMENTS: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated.
