Position Description

This is a Full-Time, Non-Civil Service position with Metro Action Commission. This position is responsible for the overall leadership, administration, supervision, and coordination of the Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) and parent engagement focus of the agency. Uphold the Mission, Vision, Values, and Philosophy of the Metropolitan Action Commission.

Work Hours: Monday - Friday 8am - 4:30pm

Typical Duties

MAJOR JOB RESPONSIBILITIES

  • Accountable for coordinating the integration of the service areas using a data driven approach to decision making.

  • Develop, implement, and monitor plans and procedures for the programmatic administration of the Early Education Parent Engagement and Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA).

  • Help to develop and implement program policies and procedures in accordance with the Head Start Performance Standards and other local, state and federal regulatory units.

  • Assist with the overall evaluation and on-going monitoring of the day-to-day operation of parent engagement and ERSEA service areas.

  • Conduct regular data meetings to evaluate effectiveness of enrollment and engagement activities with families.

  • Regularly interface and meet with the quality assurance and compliance coordinator to assure adherence to regulations.

  • Work closely with the data team to ensure data is reviewed timely and accurate information is reflected in the data base system to aid in decision making, monitoring, and tracking of outcomes for children and families.

  • Recommend strategies to assist programmatic continuous improvement.

  • Complete necessary funding reports; yearly applications.

  • Assist in public relations and marketing of the program.

  • Assist in recruiting, screening, and training activities.

  • Represent program to other agencies and the community-at-large.

  • Explain the Head Start program to community groups.

  • Participate in community forums to explain program’s goals and objectives.

  • Plan, implement, and evaluate the parent engagement program in conjunction with staff, parents, and the Head Start/EHS Policy Council.

  • Oversee the staff resource person to the Policy Council.

  • Interpret needs of Head Start parents.

  • Identify training needs of the Policy Council and obtain technical assistance to meet those needs, when necessary.

  • Ensure, by frequent monitoring, that adequate and up-to-date records are kept with regards to volunteer hours and the value of in-kind services.

  • Ensure, by frequent monitoring, the optimum degree of parent engagement and the utilization of volunteers.

  • Ensure Head Start parents are aware of the availability of “helping agencies.”

  • Train staff.

  • Ensure total community participation by involving other community resource agencies.

  • Analyze community assessment information and utilize the information to contribute to program planning efforts.

  • Meet with Center Managers and Parent, Family, Community, Engagement (PFCE) Advocates to track parent engagement functions, ensuring individual center compliance with the parent engagement regulations and the parent, family, and community engagement framework.

  • Submit monthly reports to the Director of Early Education.

  • Assist in ensuring all required parent engagement records are maintained in an appropriate filing system.

  • Assist with the annual update and distribution of the parent handbook.

  • Perform related duties as required.

Minimum Qualifications

Bachelor’s degree in social work, human services, psychology, sociology or a related field and three (3) years of leadership experience. Valid Driver License.

Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • Experience with providing strategic planning for delivery of services birth to age eighteen (18).

  • Experience with relating effectively with a wide diversity of families, staff, and community members.

  • Experience with producing, analyzing, and synthesizing data for decision making and achieving outcomes.

  • Experience with coordinating efforts of multi-disciplinary professionals to meet both the needs of individual children and the overall program goals.

  • Knowledge of planning, budgeting, and staffing.

  • Knowledge of affirmative action, hiring, and evaluation procedures.

  • Experience working with families.

  • Experience with keeping precise and accurate records.
