Job Summary and Qualifications

The Manager of Medication Compliance is responsible for oversight, strategic direction and management of daily operations of the Medication Diversion Program. The position leads and champions medication compliance as it relates to controlled substance management, state and federal regulatory agencies, and enterprise strategic initiatives. The Manager serves as a collaborative team member to provide a consistent approach to the development of policies and medication compliance involving multiple disciplines across the enterprise. This position provides leadership and management with information and tools to formulate policies and/or procedures related to education and competency, all in alignment with best practices and regulatory standards. The position reports directly to the Sr. Director of Medication Compliance.

GENERAL RESPONSIBILITIES

•Manages enterprise policies and procedures to support medication compliance

•Develops and manages training and awareness programs and materials to educate colleagues about preventing, identifying and reporting concerns about medication misuse and diversion

•Monitors regulatory landscape within state and federal regulations related to controlled substance management and diversion (e.g. DEA, FDA, CMS, Board of Pharmacy, The Joint Commission, and EPA)

•Manages the development and memorialization of drug diversion related training and ensuring ongoing regulatory compliance with DEA requirements for HCA Healthcare

•Develops and implements strategies to identify trends in controlled substance diversion risks, developing compliance risk assessments and analysis, and conducting onsite visits

•Identifies and responds to new and emerging risk areas

•Directs and manages administrative duties regarding controlled substance diversion monitoring, medication compliance, and policy development

•Supports facility investigation of potential and known diversion events

•Collaborates with key stakeholders from across the enterprise to provide leadership and expertise for Crush the Crisis Prescription Drug Take Back Day and opioid initiatives

•Leads and participates in initiatives, including educational programs, related to medication compliance and diversion prevention/detection

•Prepares and presents reports for the Medication Diversion Governance Committee and other teams as appropriate

•Collects, analyzes, and trends medication related data from across the enterprise, including but not limited: medication utilization, medication handling compliance, and medication security

•Aligns processes and tactics for medication compliance with HCA Healthcare

•Serves as a liaison within the community and work cooperatively with other healthcare facilities in preventing and addressing drug diversion prevention

•Involved through membership and participation with national, state, and local organizations and efforts to help raise awareness of drug diversion, and attend local, state, and national diversion meetings (e.g., National Association of Drug Diversion Investigators and International Healthcare Facility Diversion Association)

•Maintains current knowledge and understanding of programs and clinical processes relevant to medication diversion investigations (e.g. Electronic Medical Records and Automated Dispensing Cabinets)

EDUCATION & EXPERIENCE

•Bachelor’s Degree and 5-7 years of experience in investigations, audits, ethics and compliance preferred. Pharmacist preferred.

•Familiarity with state and federal regulations related to controlled substance management and diversion preferred (E.g. DEA, FDA, CMS, Board of Pharmacy, The Joint Commission, and EPA)

•5-7 years of relevant experience in operations, audit, investigation, compliance, or social sciences in a health care setting

•Prior experience with pharmacy, nursing and/or hospital clinical operations required

•Experience with controlled substance surveillance and management systems, medication management systems and technologies preferred
