Naval Facilities Engineering Command SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (POLICY AND PLANNING) in Naples, Italy

Summary You will serve as a SUPERVISORY IT SPECIALIST (POLICY & PLANNING) in the Naval Facilities Engineering Command EURAFSWA of NAVAL FAC ENGR CMD EUROPE SW ASIA Naples, Italy. Responsibilities You will serve as the Information Technology Division Lead and Project Manager for Command Information Office, Naval Facilities Engineering Command Europe Africa Southwest Asia. You will coordinate the ONE-Net and telecommunications functions for the command. You will recommend, develop and oversee the implementation of strategic objectives and plans for all Information Technology issues. You will lead, guide, and provide advice to managers and employees on IT issues and processes. You will serve as the Activity Customer Technical Representative and primary liaison to ONE-Net on official policy matters. You will provide direction and oversight to IT resource procurement. You will provide and manage network, personal computer, telephone, video teleconference and application support across the Command and ensure all issues affecting this support are coordinated and implemented in accordance with Command policy. You will analyze information technology (IT) policy and planning issues to resolve problems. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting IT policies, procedures, and strategies governing the planning and delivery of products and services. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing expert technical advice and recommendations to customers and other technical specialists on IT issues and problems in order to apply new developments to previously unsolvable problems. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: communication both orally and written - sufficient to prepare and present briefs to a wide variety of audiences. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: recognize and analyze problems relate4d to all aspects of information system issues, research solutions, summarize results and recommend appropriate actions for solution. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector as an IT Specialist (Policy/ Planning). Specialized experience may include: 1) Provide and manage network, personal computer, telephone, VTC and application support, ensuring all issues affecting this support are coordinated and implemented with Command Policy. 2) Provides IT advice and assistance to Customers, troubleshooting complex problems to support the business activities 3) Coordinates, manages and validates service on all Command ONE-Net orders through the appropriate regional LNOSC or TNOSC 4) Validates phone requirements against Command Policy. Manages and executes Command IT procurements for hardware, software and services for the entire AOR. 5) Audit requirements for IT computer system and prepare capital investment plans to support the organization's mission. 6) Utilizing knowledge of innovative information technology (IT) principles, concepts, methods, standards, and practices to apply new developments to previously unsolvable problems/issues. 7) Applying new IT developments and applications to existing infrastructure to identify their impact on existing/other applications and business processes. 8) Evaluating and overseeing information technology programs security and operations; 9) Performs a full range of supervisory duties including planning work, sets and adjust short term priorities and prepare schedules for work completion. Conditions of Employment Cont: In order to implement the DON Cyberspace Information Technology and Cybersecurity Workforce Management and Qualification requirements, and in accordance with SECNAV INST 5239.20A dated 10 Feb 2016 and SECNAV M-5229.2 dated June 2016. "This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (752) and as a condition of employment incumbents of this position are required to comply with the DON Cyber IT/CSWF Program Requirements of SECNAV M-5293.2, which include: 1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned and; 2. Participate in a continuous learning program as described in SECNAVINST 1534.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan (IDP) signed by both the employee and supervisor." Work requires overnight travel away form the normal duty station. Travel l20%) includes activities within the area of responsibility including Europe, Africa, and Southwest Asia, as well as CONUS. Travel by military and commercial aircraft may be required. Employee will be required to obtain and maintain in good standing a Government issued Travel Card for official Government travel purposes. In instances where a Travel Card cannot be obtained. the incumbent must be willing and able to use on personal credit card for travel purposes and follow appropriate procedures for reimbursement of authorized official travel expenses. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
