Overview

The Vermont Agency of Education (AOE) seeks a skilled and experienced Education Medicaid Director to lead the external-facing operations of the School-Based Health Services (SBHS) program. This program expert-level position involves management, supervision, and technical oversight of all aspects of SBHS services provided by Vermont school districts. The director ensures compliance with state and federal regulations, oversees program operations, and supervises the team of Education Medicaid Specialists.

This role involves developing policies, managing grants and claims, conducting audits, and providing expert testimony to the Legislature when required. Significant interaction with state and federal Medicaid personnel, school staff, and other stakeholders is a key component of the position.

Key Responsibilities:

  • Oversee SBHS program operations, including grants, claims allocations, and policy decisions.
  • Research and implement best practices to enhance program efficiency and integrity.
  • Maintain compliance systems and ensure adherence to audit requirements.
  • Collect statutory and federal data for reporting purposes and analyze program trends.
  • Provide training and technical assistance to supervisory unions and school personnel.
  • Develop training materials, program manuals, and parent/school district resources.
  • Supervise Education Medicaid Specialists and evaluate their work.
  • Collaborate with state agencies, Medicaid claims processors and other stakeholders.
  • Represent the agency through expert testimony and data presentations to the Legislature.

Knowledge, Skills, and Abilities:

  • Analytical thinking and attention to detail, with strong math skills.
  • Expertise in Medicaid programs related to school-based health services.
  • Proficiency in Microsoft Office (Word, Excel, Access) and modern office practices.
  • In-depth understanding of state and federal regulations for Medicaid and healthcare.
  • Strong oral and written communication skills.
  • Ability to develop and deliver effective training programs.
  • Skill in negotiating diplomatically with diverse stakeholders.
  • Leadership and project management expertise.
  • Ability to enforce regulations with tact and professionalism.

Environmental Factors

Duties are generally performed in a standard office setting but there will be some travel required for which private means of transportation must be available. Work involves dealing with a wide variety of people and groups with diverse and strongly held opinions.
