Responsibilities National Institute on Minority Health and Health Disparities (NIMHD) is seeking exceptional candidates for Health Science Administrator (HSA) positions within the Division of Integrative Biological and Behavioral Sciences (DIBBS), the Division of Clinical and Health Services Research (DCHSR), and the Division of Community Health and Population Science (DCHPS). Duties As a GS-0601-12/13/14 Health Scientist Administrator (Program Officer) at NIMHD, the incumbent will: - Collaborate and work closely with the Division Director and other program officials and staff in a myriad of scientific and administrative management activities. - Administer a portfolio of extramural research grants, cooperative agreements, contracts (when applicable), training awards, and will manage program priorities to fulfill the mission of Division and NIMHD. - Develop, write, and present new scientific concepts leading to funding opportunity announcements that bridge existing gaps in Division's scope of work (and/or scientific areas of common interest across Divisions) and promote high-quality science within the context of minority health and health care disparities, as funding permits. - Consult with and advise grantees (and contractors, when applicable) during preparation of applications/proposals and provide guidance on program announcements and priorities. - Perform scientific and administrative reviews and analysis of applications/proposals from a programmatic viewpoint. - Organize and conduct workshops, conferences, symposia, or similar activities, as funds permit. - Prepare scientific position papers and staff documents, highlights of significant research findings in mission-related areas, and special reports on scientific areas or programs within the Division and/or NIMHD's priorities and interests, including reports emerging from collaborations with non-NIH entities, as the opportunity arises. - Represent the Division or NIMHD on committees, panels, and workgroups, at conferences and meeting as an authority in planning, development, and implementation of minority health and health/health care disparities research programs. - Work across the NIH and other government and non-government agencies to promote and coordinate research focused on minority health and health/health care disparities. The Ideal Applicant NIMHD seeks candidates with appropriate background and experience to join our three extramural divisions. Ideal GS-0601-12/13/14 Health Scientist Administrator (Program Officer) applicants: Successful completion of a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained). For DIBBS, candidates must have substantial experience in biobehavioral and/or social science. Candidates with multidisciplinary experience in biological sciences, behavioral sciences, environmental sciences, and/or social sciences particularly as it relates to minority health and health disparities are encouraged to apply. For DCHSR, candidates must have substantial experience in clinical research (e.g., clinical trials or interventions, translational medicine), and/or health services and/or health care policy research, particularly as it relates to health/health care disparities. Having current or recent clinical care experience will be a plus. For DCHPS, candidates must have substantial experience in research on interpersonal, family, neighborhood, community and societal-level mechanisms and pathways that influence disease risk, resilience, morbidity, and mortality in health disparity populations.
