U.S. Army Corps of Engineers Supervisory Interdisciplinary Biologist/Architect/Engineer/Physical Scientist in Mobile, Alabama

Summary About the Position: Serves as Chief, Operations Division, and as a key member of the Commander's Technical Staff. The incumbent has overall responsibility for the planning, scheduling, coordinating, supervising, managing, and directing those District functions in the most economical and feasible manner. Responsibilities Directs and manages the District Operations and Maintenance programs. Develops, plans, and assures adequate funding and directs the operation and maintenance of completed Civil Works Water Resources Projects throughout the District. Provides consultation, technical advice, or decisions on important field operations, management, and administrative policy matters and those requiring coordination with higher authority or other agencies. Consults and maintains liaison with State and local government officials, high ranking officials of other Federal agencies, top officials and engineers of navigation interests and other community and business groups. Serves as consultant and technical advisor for the District and establishes District policy an all matters pertaining to the District’s O and M Programs. Programs includes hydropower, flood control, navigation, water supply, environmental stewardship, and recreation Programs, as well as the national Coastal Mapping (JALBTCX). Programs also include Spatial Data programs, and the services provided by the regional Hydropower Technical Services Center. Renders technical advice to the District Commander in establishing overall policies, program objectives and resolving problematical situations. Coordinates and recommends changes in overall plans, policies, and objectives to insure the successful and efficient accomplishment of the operation and maintenance missions of the District. Assigns work to subordinates and provide technical oversight. Develops performance plans and rate employees. Assures reasonable equity of individual employee performance objectives, standards, and ratings among subordinate organizations. Ensures full compliance with Labor-Management Relations Agreement and proactively engages in pre-decisional Union involvement. Specialized Experience: I have one year of specialized experience that includes: (1) Leading and managing a large multi-discipline technical organization charged with the execution of operations and maintenance programs (2) Overseeing at least one of the following programs (hydropower, flood control, navigation, water supply, environmental stewardship, or recreation). (3) Managing an interdisciplinary team on a significant level to have the depth of knowledge required to lead a highly technical staff and (4) Demonstrated proficiency in having effectively managed increasingly complex and varied assignments and staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
