Position Overview
As a Compliance Manager, you will be responsible for aligning procedures and practice with company policy, regulatory controls and contractual agreements and monitoring the effectiveness of established compliance processes and controls to recommend and implement enhancements.

District Overview

Responsibilities
• Manage projects overall compliance program and requirements per contract and local regulations
• Provide guidance and oversight for all project related federal and local compliance requirements
• Manage and track the certified payrolls for internal self-performing labor and external subcontractors
• Evaluate contract for labor requirements (certified payroll, skilled labor, local hire, diversity, and other such labor related requirements), and work with the project team to ensure appropriate plan in place to monitor and report, as well as to ensure proper submissions to client
• Monitor and stay up to date of labor and compliance laws and regulations that might affect the project
• Coordinate/assist with On-The-Job-Training (OJT) compliance requirements
• High level involvement in managing and tracking Disadvantaged Business Enterprise (DBE) participation
• Interactions with multiple tiers of subcontractors for contract administration relating to the compliance program
• Complete periodic compliance assessments
• Organize, train, direct, and manage team to ensure successful fulfillment of department goals
• Assign work to team members in a fair and responsible manner that will meet or exceed project requirements, leverage individual team member talents, and support individual professional development goals
Qualifications
• Must have at least five years of professional experience in managing and implementing all Compliance Requirements for publicly funded programs.
• BS/BA in a Business Related Field
• Demonstrate a high level of communication and time management skills while coordinating with a variety of stakeholders at varying levels of management.
• Ability to work independently and think analytically with minimal oversight.
• Utilize critical thinking to offer practical solutions to business partners, districts, and project teams, as well as the overall Compliance Program.
• Experience or knowledge with regulatory topics like antitrust laws, prevailing wage / Davis Bacon and Related Acts, FAR clauses, DOT regulations, OSHA and ATF regulations desired.
• Experience with risk assessments and audit methodologies, control activities and mitigation strategies.
