CITY OF MOAB Associate Planner (Planner II-III) in MOAB, Utah

General Purpose

The Associate Planner performs a variety of working level professional, technical, and administrative duties relating to zoning and planning functions.

Reporting Relationships

Supervision Received: The Associate Planner works under the general supervision of the Planning Director.

Supervision Exercised: N/A

Essential Functions
  • Processes planning and development applications and permits including, but not limited to: Site Plan Review, Major and Minor Subdivision, Development Code Text or Zone Amendments, Zoning Verifications, Sign Permits, Condominium and Townhome Plats, Petitions to Vacate, Alter or Amend Plats, etc. 
  • Reviews and approves administrative planning and development applications. 
  • Monitors development review process and ensures compliance with all state and city procedural requirements including public notices and scheduling; Tracks projects and applications. 
  • Assists in performing long- and short-range planning efforts; Acts as a first contact for the public on current planning issues; Provides current and advanced planning and staff assistance to the Planning and Community Development Department as requested; Performs research on planning topics; Writes brief reports and memos on planning topics and development applications. 
  • Provides planning and administrative staff assistance to the Planning Commission, and the City Council; Maintains other required records as needed and/or assigned. 
  • Works with the Code Compliance Office on code compliance and enforcement functions for the City. 
  • Reviews new businesses to ensure that proper licensing regulations have been met and are properly displayed. 
  • Prepares legal documents for court presentation and testimonial. 
  • Provides the public with interpretation of local zoning code rules and regulations. 
  • Performs related duties as required or assigned.
Minimum Qualifications
Education and Experience
  • Bachelor's degree in urban planning, public administration or a closely related field, and 
  • Two (2) years of experience in the practical application of Planning, Zoning and Code Compliance principles, or 
  • An equivalent combination of education and experience.
Required Knowledge, Skills and Abilities
  • Working knowledge of Planning, Zoning and Development principles. 
  • Ability to communicate well both orally and in writing; ability to maintain effective working relationships with other employees and the public.
Work Environment and Physical Demands

The Associate Planner normally works in a safe, climate-controlled environment. Tasks may occasionally entail muscular strain, including walking, standing, stooping, sitting, reaching, and lifting. Talking, hearing, and seeing are essential to performing job requirements. Common eye, hand and finger dexterity is required for most essential functions.
