Overview
Join a small, dynamic team to help shape urban redevelopment and public infrastructure in Missoula’s six urban renewal districts. Work collaboratively with the Missoula Redevelopment Agency Board, City departments, nonprofit and private developers, and others to develop and manage complex urban redevelopment and infrastructure projects, including those involving workforce and market rate housing, commercial development, public parks, trails, and public amenities.

** The posted wage range is the starting wage range only. The full range for the position is $34.98 - $42.62/hour and will increase each year for longevity and cost of living adjustments.
Essential Functions
Develop and manage complex redevelopment projects, such as: infrastructure construction, parks, and trails; plan projects; develop schedules; prepare basic budgets; monitor construction and expenses; review and process payment/reimbursement requests; finalize project closeout documents.
Oversee redevelopment projects involving federal funding from sources, such as: the Congestion Mitigation and Air Quality (CMAQ) program, and other State and Federal grant programs; monitor agency compliance with regulations, and state approval process for projects.
Review and manage applications for the Workforce Housing Program, including application development, financial analysis, public benefit, and need analysis; prepare and present funding recommendations to the MRA Board; draft development agreements, and coordinate with Community Development, Planning, and Innovation (CPDI) staff on income qualification and compliance.
Collaborate with GIS Services to maintain an inventory of properties and associated taxable values; monitor and project tax increment within districts including verifying receipt of tax revenues through the use of GIS or other data tracking systems.
Coordinate various public and private partnerships; negotiate with property owners to acquire easements.
Prepare Request for Proposals (RFPs) for architects and engineers; negotiate agreements and contracts; prepare bid documents; supervise contractors and consultants.
Collaborate with various internal and external stakeholders, including other city departments, outside agencies, and other community entities, to acquire and disseminate information, offer ideas, promote the objectives of the MRA, further economic development and good community development in the Urban Renewal Districts, etc.
Serve as liaison with state regulators of federal transportation funds.
Present recommendations and other various project information to the MRA Board, City Council, and other private and community entities.
Establish public meetings to communicate project information and elicit public comment.
Prepare and compile progress reports, and various other agency reports, including the findings of blight analysis and urban renewal plans, etc.
Assist with other agency development projects.
Participate in capital improvement and strategic planning for the department.
Perform other duties, as assigned.
Knowledge, Skills and Abilities
Knowledge of project management principles, practices, and procedures, including budgeting, contracts, staff coordination, timeline management, facilitation of project design/development, structure, workgroups, implementation, etc.
Knowledge of the principles, practices, and techniques of construction project management, including plans, surveys, and various tools and equipment.
Knowledge of and ability to promote department safety considerations, City safety policies.
Skill in utilizing various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment, such as: ArcGIS and AutoCAD.
Skill in public speaking, with the ability to present data, reports, and other findings to a variety of diverse groups and individuals.
Skill in understanding and interpreting complex laws, regulations, policies, procedures, and guidelines.
Skill in managing multiple projects with shifting priorities and timeline demands.
Skill in organization, time management and prioritizing with the proven ability to have keen attention to detail and accuracy in performing work with adherence to strict deadlines.
Skill in negotiating and communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.
Ability to write and prepare recommendations.
Ability to maintain current knowledge, developments, and trends related to specific area of focus and/or assigned projects.
Ability to maintain and exhibit integrity and discretion in handling the confidential and sensitive information.
Ability to maintain and foster a culture of professionalism, adhere to departmental and City standards and specifications, and support a positive team environment.
Ability to resolve conflicts with facilitating outcomes while maintaining a calm demeanor.
Ability to learn, interpret, and apply departmental and City of Missoula practices and procedures, including Missoula land use and zoning ordinances, City of Missoula and Missoula County short-term and long-range urban planning goals and initiatives, state and federal transportation funding programs, and other federal, state, and local laws pertaining to urban redevelopment.
Working Conditions:
- Work environment may involve occasional exposure to unavoidable seasonal weather, uneven and steep terrain, occupational hazards, construction hazards, and physical risks, which require following basic safety precautions.
Qualifications and Additional Application Materials
Any combination of education and experience equivalent to eight (8) years of professional-level development, construction, real estate development, economic development experience, or another relevant field.
Geographic Information Systems (GIS) experience is preferred but not required.
