Job Title: Housing Access CoordinatorSupervisor: Director of HUD ProgramsRevision Date: 5/18/2023Job Location: On-SitePosition OverviewThe Housing Access Coordinator is responsible for coordinating and implementing the policies and procedures of the assisted housing programs administered by the housing authority. This position focuses on the Emergency Housing Voucher (EHV) Program and the Mainstream voucher program. A significant part of this position is landlord outreach, recruitment, and liaison for all MHA voucher programs.Essential Job Functions & Core Competencies•Actively recruit and build relationships with area landlords or property managers to expand housing options. •Create and/or maintain a list of landlords and properties and the relevant selection criteria they utilize.•Respond and troubleshoot landlord queries.•Develop and follow a workplan to strategically improve landlord relations.•Communicate updates to relevant staff and community partners.•Work with C of C, MCES, VSP and other partners on referrals to EHV.•Assist potential participants with MHA applications, verifications, and other steps in determining and finalizing eligibility.•Conduct voucher briefings for EHV and MS participants. •Assist program participants in finding affordable housing while leasing up on a emergency housing voucher program, including accessible features for family members with disabilities.•Assess housing barriers and proactively seek solutions through program, partner, or community resources.•Utilize knowledge of Fair Market Rent (FMR), Payment Standards, and Rent Reasonableness to ensure units are eligible.•Assist participants in completing applications for units. •Provide coaching on the soft skills of engaging landlords and addressing past concerns (e.g. credit or criminal background). •Track current applications and associated deadlines.•Obtain certification as a HUD Housing Quality Standards (HQS) inspector to help ensure that program participants have a safe and decent place to live and to expedite the inspection process. Perform inspections for EHV and MS and serve as back up for HQS inspector.•Complete all required actions in software for all steps of the process.•Provide excellent customer service to program participants and landlords by explaining and consistently enforcing program guidelines and regulations. Treat everyone in a respectful and non-judgmental manner.•Respond to inquiries, phone calls, and other correspondence in a timely manner.•Mediate communication between participants, landlords, MHA housing specialist, and case managers.•Utilize problem solving skills to expedite housing process and avoid escalation of concerns.•Attend and actively participate in staff meetings and trainings.•Support MHA co-workers as a team to accomplish department and agency goals.•Participate in MHA activities and committees as needed or desired.•Performs special projects or other tasks as assigned by supervisor.Position Requirements•Local, state, and federal law and regulations applicable to the delivery of assisted housing programs. •Interviewing techniques and landlord/tenant laws.•Basic office procedures and practices, grammar, and business English.•Fair Housing, Equal Opportunity, and nondiscrimination laws and regulations.•Principles and practices of sound business communication.•Organizing and maintaining detailed documents and files.•Setting priorities and exercising sound judgment consistent with the Housing Authority’s mission and applicable policies and guidelines.•Time management and appointment scheduling.•Performing mathematical calculations.•Maintaining records and preparing written reports.•Understanding, interpreting, explaining, and applying detailed and complex regulations, policies and procedures governing compliance with the Housing Authority’s assisted housing programs. •Communicating effectively verbally and in writing.•Public/group speaking and organizing presentations.•Using standard office equipment, including personal computers, multi-line telephones, copying machines, and fax machines.•Using word processing and database applications, network software, interoffice email.•Establishing and maintaining highly effective and courteous working relationships with managers, clients, representatives of other public, private, and social service organizations, volunteers, contractors, employees, the public and others encountered in the course of work, some of whom may be upset, dissatisfied and/or abusive.QualificationsBachelor’s degree in public administration or closely related field OR high school diploma or GED AND two or more years’ experience in private or public employment in same or closely related field. Possession of, or ability to obtain, a valid Montana Driver’s License and a driving record acceptable to insurance carriers.Physical and Mental Demands:The physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class.
