Position Description Supervise and coordinate activities related to emergency management and response operations within the city and oversee the process of researching, developing, writing, validating and updating the incident support system covering emergency operations across the enterprise and oversee emergency management training. Job Duties and Responsibilities Supervise and coordinate activities related to emergency management and response operations within the city and oversee the process of researching, developing, writing, validating and updating the incident support system across the enterprise including exercises, staffing, training, communication and other resources. Supervise Emergency management Operations Administrators (Four Positions), other City emergency management employees and contractors assigned within the EMD, including but not limited to standard Branches, Divisions, Groups, Units and Technical Specialists, as defined by the National Incident Management System. Develop and implement internal and external communication strategies to inform and engage elected officials, city staff, community partners and the general public in the work of EMD. Manage department research and communications establishing and communicating work assignments, monitoring employee performance, providing training and development and resolving employment issues and making staffing decisions. Work directly with the Director of EMD in leading and implementing efforts to mitigate, prepare for, respond to and recover from natural or manmade disasters in the community. In the absence of the Director of EMD, assume delegated authority as assigned to manage all functions and perform all tasks of the Director. Represent the city of Minneapolis at various forums, public hearing, meetings, task forces, legislative bodies, etc., as requested. During emergency response operations, serve as command or general staff for the Emergency Operations Center, lead, direct and supervise assigned staff, standard subordinate components, e.g., branches, divisions, groups, and technical specialists as defined under the National Incident Management System. Coordinate development, distribution, communication, implementation and assessment of incident coordination plan. Support regional, state and national response and recover efforts through mutual aid, emergency management assistance compacts (EMAC), incident management teams and similar regional, state or federal organizations and deploy with such organizations as warranted. Participate as a trained member of the FEMA-typed emergency management team; work constructively in disaster response operations under incident command system (ICS) procedures, protocols and management structures. Provide for efficient performance during a declared emergency, leading, directing and coordinating city activities in the area of responsibility for emergency relief, coordination with federal, state, county and local jurisdictions relative to emergency preparedness and management activities, and to assure implementation of assigned elements of federal and state emergency preparedness and management program requirements. Communicate with and present to elected officials, emergency management professionals, department and agency leaders and the general public, verbally and in writing. Monitor external threats and hazards, advise staff, appointed and elected officials as to appropriate pre-response and response actions as required. Liaise with State and Federal governments to evaluate and assess operations against requirements and/or guidance. Responsible for developing procedures, policy papers, reports, standard operating guidelines, ordinances and legislation. Anticipate future disasters and take preventive and preparatory measures to build disaster-resistant and disaster- resilient communities. Use sound risk management principles (i.e. hazard identificatio , risk analysis, and impact analysis) in assigning priorities and resources. Synchronize the activities of all relevant stakeholders to achieve a common purpose. Analyze and report on operational efficiency and preparedness activities. Respond to queries, requests and concerns from the Mayor, City Council members and other staff and external elected officials, appointed officials and stakeholders. Develop, implement and direct new initiatives to maximize effectiveness and efficiency in pursuit of departmental, City, regional, State and Federal objectives. Support the Director in developing a strategic planning process that defines and documents EMD's mission, vision, and program goals and support business planning related to achieving the mission. Research, develop, write and maintain preparedness goals and guidance in the areas of emergency operations and continuity of operations, threat and hazard identification and risk assessment compliant with best practices and current guidance. Identify hazards (natural, man-made, technological), assess probability and evaluate, assess and monitor the vulnerability of people, property, operations, the environment. Research, develop, write and maintain the city business Impact analysis which evaluates the potential impact resulting from interruption or disruption of individual functions, processes, and applications. Identify those functions, processes, infrastructure, systems, and applications that are critical to the entity and the point in time when the impact of the interruption or disruption becomes unacceptable to the entity. Identify dependencies and interdependencies across functions, processes, and applications to determine the potential for compounding impact in the event of an interruption or disruption. Evaluate the potential loss of information and the point in time that defines the potential gap between the last backup of information and the time of the interruption or disruption. Provide guidance and technical assistance to departments for the development of department-level continuity of operations plans, assure compliance with enterprise guidance. Research, develop, write and maintain a crisis management plan that addresses issues that threaten strategic, reputational and intangible assets in Minneapolis. Use the results of the THIRA and the BIA processes to prepare prevention and mitigation strategies. Include key internal and external stakeholders in the planning process by using a "whole community" approach, managing and advising strategically on any public engagement process needed to provide the needed planning inputs or feedback. Working Conditions: Normal Office Setting Required Qualifications Minimum Qualifications: Bachelor's Degree in Emergency Management, Public Safety, Business or Public Administration, or Equivalent Minimum Experience: Six years of progressively responsible experience in public administration, including five years of managerial or supervisory experience with responsibility over an operations or finance/administrative function Licenses/Certifications: N/A Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%).
