City Of Minneapolis-Human Resources Senior Building Inspector in Minneapolis, Minnesota

Position Description Provide a required, cost effective and efficient final 'all systems' inspection program for one- and two-family dwellings and appendage structures as defined by the Minnesota State Building Code Rules Chapter 1300 and enforce the Minnesota State Building Code and City of Minneapolis Ordinances in building, plumbing, or mechanical systems of new and existing structures by conducting field inspections (site visits) of permitted new, remodeled, altered or repaired buildings. Job Duties and Responsibilities Perform required final 'all systems' inspections in one- and two-family dwellings and appendage structures as defined by the Minnesota State Building Code Rules Chapter 1300. Enforce the Minnesota State Building Code and City of Minneapolis Ordinances in building, plumbing, or mechanical systems of new and existing structures as defined in a specialty functional area. Conduct in progress and final field inspections of all permitted building, plumbing, or mechanical work for remodeling and repair permits to ascertain compliance with other laws and local ordinances that are enforced by the City and Construction Code Services Division. Provide technical assistance, training and be a resource to inspectors outside of their specialty to assure compliance on final inspections of one and two family dwellings. Maintain clear and accurate records in the current information retention system of the City to direct inspectors during one and two family final inspections. Investigate unpermitted work, reported hazardous conditions, violations and complaints received by conducting site visits and communicating with affected parties. Read, review and interpret approved plans, specifications, schedules and special inspection reports to assure compliance with applicable codes and ordinances. Enforce codes and ordinances by preparing proper documentation, issuing written orders, citations, formal complaints, preparing administrative adjudication cases and appearing/testifying in hearings and/or court. Prepare and maintain accurate inspection records and computer entry of daily reports of inspections and investigations. Consult with design professionals, developers, contractors, residential building owners and homeowners on the interpretation and enforcement of codes and ordinances to assist with compliance. Respond to emergency events state wide as required. Attend applicable classes for continuing education to maintain all necessary certifications. Prepare appeals and testify at boards and court as necessary. Participate in the state and national level code development process. Testify at public hearings as needed to provide a reasonable national model code. Prepare and present public education programs on building safety. Required Qualifications Minimum Education: Bachelor's Degree in architecture, engineering, construction management, or two years of education in a college or trade school or an apprenticeship training in a construction trade area . Minimum Experience: Three Years as a Municipal Building Inspector Building Trades, in an environment equivalent to the City. Licenses/Certifications: Valid Driver's License to operate a City Vehicle Journey level competency card/license in a specific building trade or Minnesota Certified Building Official. And an additional certification by a nationally recognized organization or the State (Secondary certification may include but are not limited to: State of Minnesota, International Code Council, International Association of Plumbing and Mechanical Officials) which allows for or enhances the authority to perform final inspections in single or two family dwellings. Additional certifications will be in building (or Limited Building Official), plumbing, mechanical, and/or combination residential. All certifications must meet the Standard of the Insurance Services Office (ISO) in order to maintain the City of Minneapolis rating. Selection Process: The selection process will consist f one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Drug/Alcohol Testing: All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Union Representation: This position is represented by a collective bargaining agreement between the City of Minneapolis andCBI - Building Trades Inspectors. Eligible List Statement: The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established. Interview Selection: The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities Knowledge of State laws and ordinances, license requirements, competency cards and regulations pertaining to permits and construction work. Knowledge and understanding of the Housing Maintenance Code, City Zoning Code and related ordinances. Knowledge of the principles and practices of planning, development, regulatory enforcement and CPED policies and procedures. Must be proficient in construction terminology. Good analytical, research, investigative, coordination and organizational skills. Ability to work independently, manage time and prioritize. Knowledge of the specific trade specialty practices and procedures including codes and ordinances used in the City of Minneapolis. Knowledge of Minnesota State Statute. Knowledge of the Minnesota State Building Codes. Proficient with computer operation, software and applications. High level of oral and written communication skills. Ability to read and interpret plans/blueprints and specifications. Ability to render decisions firmly with good judgment and impartiality.
