City Of Minneapolis-Human Resources Project Manager - Neighborhood Safety in Minneapolis, Minnesota
Position Description Assist Associate Director of Finance by providing project management on a variety of finance projects for the Neighborhood Safety Department. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities Coordinate and act as a liaison on finance project activities with internal department staff, contractors and appropriate City Departments, acting as a representative for the Department where assigned. Manage the design and implement assigned projects from process and procedure development through training department staff on new processes and procedures. Act as the department's representative, insuring stakeholder input for process and procedures development and design, ensuring compliance with City policies, and accepted best practices. Assist in budget and fiscal management, i.e., monitoring program spending, forecasting spending, and grant management. Ensure professional service contractors are educated on invoice procedures and assist in representing the City with emergent contractor issues. Assist in preparing presentations and reports for internal and external audiences. Work closely with the department's Compliance Team during various phases of projects assigned. Obtain program estimates, and develop and manage program budgets. Assist in the processing of professional service contracts invoices. WORKING CONDITIONS: Normal office setting. Required Qualifications Minimum Qualifications Bachelor's Degree in Public Policy, Business Administration, a related field, or equivalent. Minimum Experience Five years experience, which has included experience in professional services contract management, program budgeting, program design and implementation, and relationship building. Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Professional Employees Minneapolis Professional Employees Association (MPEA). Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. Knowledge, Skills and Abilities Knowledge of budget and fiscal management processes. Knowledge of the City's procurement processes. Knowledge of the violence prevention industry. Working knowledge of computer software and information systems used in assigned area. Good oral and written communication skills. Good interpersonal communication skills.
