Hennepin County Contract and Agreement Specialist in Minneapolis, Minnesota

Description Hennepin County's Transportation Project Delivery (TPD) department is seeking a Contract and Agreement Specialist to coordinate the development of cooperative agreements and Board Action Requests (BAR) and facilitate the process for contracted services reflecting all terms negotiated with consultants and outside agencies consistent with county purchasing rules. The TPD department plans, programs, designs and oversees the construction of a safe, effective transportation system throughout the county. Location and hours: This position is hybrid and will be performed both on-site at the Public Works Facility in Medina or the 625 Building in downtown Minneapolis, and remote as job duties require. Work hours will be Monday through Friday, 7 a.m. 5:30 p.m. with some flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. In this position, you will: Draft clear, concise, and legally enforceable agreements for Project Delivery reflecting all terms negotiated with consultants and outside agencies consistent with county purchasing rules. Develop, manage, and coordinate the agreement and BAR processes on behalf of the department. Manage department agreements and maintain files and administrative information collected from consultants, and all phases of contract development from contracted service development through final approval. Maintain ongoing communication and relationships with consultants, other agencies and internal stakeholders regarding legal agreements and responding to requests for information and data during internal or external audits. Coordinate contracted services development with project managers utilizing the Consultant Services Authorization (CSA) process and the enterprise contracting software; determine contract outcome requirements and provide technical contract related assistance. Review and apply federal and state rules, regulations, and policies; assist in the maintenance of grant funding requirements related to contracted services. Assist departments with development and administration of professional contracts. Oversee administrative functions and provide administrative support for department leadership.
