Robert Half Benefits Manager in Midland, Texas
Description We are seeking a Benefits Manager to join our team based in Midland, Texas. As a Benefits Manager, you will be responsible for the strategic development, implementation, and maintenance of our benefits programs. You will play a crucial role in managing employee benefits, enhancing understanding of these programs, and resolving related issues.
Responsibilities:
• Provide strategic leadership in the development and implementation of a competitive benefits program, including health/welfare, retirement, and other related programs.
• Oversee the development and maintenance of an employee benefit portal and the design of annual enrollment programs.
• Manage disability program including Short-Term Disability (STD), Long-Term Disability (LTD), life, etc., and the Affordable Care Act (ACA) management and reporting.
• Consult on employee issues and provide education to enhance understanding of all benefit programs and problem resolution resources.
• Collaborate with retirement plan recordkeeper and retirement plan consultants to administer retirement plans.
• Maintain updated knowledge of COBRA and HIPAA laws and requirements.
• Stay informed about Health Care Reform laws and requirements and manage ACA analysis and reporting.
• Collaborate with Compliance and Employee Relations HR staff to oversee Family and Medical Leave Act (FMLA)/Americans with Disabilities Act (ADA) process.
• Manage HRIS benefit-related systems, including implementation, testing, report writing, troubleshooting, design, automation, etc.
• Establish and maintain a culture of engagement for the benefits team fostering continuous improvement including efficiency and effectiveness.
• Partner with benefit consultants and utilize accounting software systems to provide analytics to support plan design enhancements.
• Develop and maintain benefit-related policies. Ensure benefit policies are consistent with applicable laws and regulations and aligned with organizational strategy.
• Assist in managing contracts and relationships with benefit vendors and internal and external parties to ensure expectations are met/exceeded for consistent administration of programs and service levels. Resolve administrative problems with carrier representatives.
• Oversee all benefit billing processes, including verifying the calculation of the monthly premium statements for all group insurance policies.
• Communicate relevant statistical data related to premiums, claims, and costs.
• Oversee monthly and quarterly compliance checks for health plans, retirement plans, etc. Requirements • Proficiency in Accounting Software Systems
• Experience with ADP - Financial Services
• Familiarity with ADP HRB and ADP Workforce Now
• Knowledge of Ceridian software
• Expertise in 401k - RRSP Administration
• Experience in Auditing processes and procedures
• Comprehensive understanding of Benefit Functions
• Experience in Claim Administration
• Proficiency in Cobra Administration
• Ability to develop, implement, and manage benefits programs
• Ability to communicate effectively and clearly with employees about benefit options and usage
• Knowledge of laws and regulations pertaining to employee benefits
• Strong organizational and analytical skills
• Ability to handle confidential information with discretion
• Excellent problem-solving skills and attention to detail
• Strong interpersonal and communication skills
• Ability to work independently and as part of a team
• Bachelor's degree in Human Resources, Business Administration, or related field preferred
• Certified Benefits Professional (CBP) or Certified Employee Benefits Specialist (CEBS) designation is a plus.
