The department of Supply Chain has an exciting opportunity for a Director, Contracting & Strategic Sourcing to work at UHealth. The Director, Contracting and Strategic Sourcing (H) is responsible for managing all phases of contract development, including drafting and negotiating a broad range of commercial contracts for University of Miami Health System (“UHealth”), such as purchase, evaluation, consignment, services and numerous other agreements. Additionally, this position is responsible for the oversight, drafting, negotiation, and signature of Business Associate Agreements (BAAs), HITECH Addendums and other HIPAA governed agreements for University at large. The position is responsible for providing advice and counsel to internal clients with respect to contracting and Privacy matters of strategic importance. Moreover, this role is responsible for training supply chain staff on contract review and negotiation strategies and acts as the department’s point of escalation for risk assessments.

  • Develops, maintains, and revises supply chain contract templates and guidelines to ensure uniform practices throughout the department.

  • Reviews, updates, and maintains contract documentation in accordance with University policies.

  • Oversees maintenance of contract database and serves as point person on legacy data cleanup efforts.

  • Acts as UHealth Supply Chain’s and Privacy’s project lead and subject matter expert for Conga (contract administration tool) and is responsible for system implementation and maintenance.

  • Acts as administrator and subject matter expert for DocuSign (signature escalation tool) for Supply Chain Services, Privacy, and two other internal departments, and is responsible for the maintenance of DocuSign interface with Conga, DocuSign user base, and DocuSign templates.

  • Serves as Supply Chain lead for internal audit directives.

  • Partners with the General Counsel’s Office to support contract settlements and disputes.

  • Works with other contracting units such as Business Services and ORA to ensure consistent and up-to-date contract clauses systemwide.

  • Manages contract administration team including, but not limited to, attorneys and contract specialists

  • Reviews and provides guidance to contracting staff on privacy law issues in underlying agreements.

  • Serves as University’s subject matter expert on HIPAA and oversees contract administration and governance for BAAs, HITECH Addendums and other HIPAA governed agreements.

  • Facilitates record production for external audits to assist Compliance and General Counsel’s Office with response/remediation efforts in the event of a Privacy breach.

Minimum Qualifications

  • J.D. from an ABA accredited law school

  • Certification in relevant specialty or field. Licensed to practice law in Florida preferred.

  • Minimum 5 years relevant experience

  • Strong and demonstrable skill in negotiating and understanding contract provisions and risk allocation

  • Strong analytical and reasoning skills

  • Ability to multi-task and work effectively and efficiently to meet deadlines in a dynamic and fast-paced environment; ability to develop, prioritize, and accomplish goals

  • Excellent, professional written and verbal English skills indicative of a superior ability to interface effectively with attorneys, physicians, executives and other key stakeholders, both internal and external

  • Possesses a positive, problem-solving attitude and flexibility

  • Discreet and able to maintain strict confidence concerning sensitive matters and transactions

  • Exceptional attention to detail

  • Able to work independently with minimal direction; willing to take instruction when given

  • Ability to work in a team environment

  • Ability to analyze and improve business processes

  • Excellent working knowledge of Microsoft Office (including Word and Outlook) and Adobe

  • Strong grasp of laws and regulations impacting UM’s healthcare and academic operations, including, but not limited to, FERPA, HIPAA, HITECH, FCPA, GDPR, Stark law and Anti-Kickback statute
