American Institutes for Research Senior HR and Operations Associate in Mexico City, Mexico

Overview

Join AIR as a Senior HR and Operations Associate with our International Development Division (IDD) and make a difference, improving the quality of life for individuals and communities in low and middle income countries. AIR’s IDD work spans the globe with projects in Africa, Asia, the Caribbean, Europe, Central and Latin America, and the Middle East.

The Senior HR and Operations Associate will support the Mexico office with its portfolio of work as well as our business development activities. They will be responsible for leading Human Resources (HR) and operational tasks and activities such as full life cycle project recruitment and the onboarding of new staff, helping manage consultants and contractors, developing and implementing protocols as well as surveys, and other policies within the institution according to internal policies and Mexican laws. This role will report to the Senior Human Capital Partner for the International Development Division (IDD) in AIR’s HQ office in the US, to coordinate efforts and support IDD with useful and updated information.

Candidates hired for the position will be based in Mexico City and selected candidate must have the legal right to work there.The Senior HR and Operations Associate will be expected to go into the Mexico office one day per week.

Responsibilities

The responsibilities for the position include:

Recruitment

  • In collaboration with the Country Director, Sr Finance and Operations Director, HQ, and Hiring Managers, lead the implementation of high-quality recruitment ensuring:

  • Support to hiring teams to ensure project and new business development staffing needs are realized, including processing job requisitions, optimizing job descriptions, customizing job advertisements, liaising with candidates/consultants, collecting necessary forms, completing required documentation for compliance, and execution of reference checks and employment verifications as needed.

  • Participation in recruitment strategy meetings with hiring managers to ensure a complete understanding of the job requirements, candidate matches, and the qualifications needed to fill the role. Use findings to develop and execute effective sourcing strategies, assessments, and closing approaches.

  • Transparent and competitive recruitment: screening of candidates, organization of interview panels, ensuring preparation of interview notes and recommendations for hiring managers is of the utmost quality, and selection and placements are codified and filed.

  • Recruitment is compliant with local labor law, contractual requirements, and company policies and procedures.

Onboarding and Staff Management

  • Lead and coordinate with internal teams on the onboarding process to make it as secure, efficient, informative, and smooth as possible for new hires.

  • Serve as point of contact for new and current staff members in Mexico regarding IT equipment, private health insurance questions, and other benefits and human resource matters.

  • Serve as a trusted Mexico-based resource for employees and staff managers (in partnership with the HR team in HQ), supporting managers in building strong, successful, inclusive teams and in identifying and motivating high performers, navigating difficult conversations, advising in areas of development, etc.

  • Lead the Mexico performance evaluation process, reviewing and ensuring proper documentation, supporting staff and staff managers throughout the process and supporting the Sr Finance & Operations Director in drafting reports for HQ’s approval.

HR policies and compliance

  • Contribute to a culture of inclusion, support, diversity and innovation.

  • Contribute to the audit of HR policies, procedures, and forms and identify key areas for core process improvement.

  • Draft employment contracts for new staff in Mexico.

  • Manage the termination process, in collaboration with our legal counsel in Mexico, including drafting termination letters and confirming all necessary paperwork is gathered.

  • Responsible for sharing training resources available to staff, tracking training requirements and participation, and managing professional development processes for Mexico Staff.

  • Lead the implementation and detailed follow up of trainings, regulations, and policies applicable to staff in Mexico according to the Mexican laws (STPS, IMSS, INFONAVIT, LFT, etc.)

  • Support the administration and compliance of health insurance, retirement, and other benefits programs for the Mexico field office.

  • Maintain the staff database to always be current, as well as the new positions and terminations list reviewed periodically.

  • Maintain the Paid Time Off (PTO) and sick leave forms

  • Keep job descriptions, roles and responsibilities, and the organizational chart updated.

Operations

  • Support the Sr Finance and Operations Director in operational, logistical, and administrative matters.

  • Support managing vendors and contractors, as needed.

  • Serve as the point of contact and logistics support of IT equipment procurement and delivery with suppliers in Mexico.

  • Manage adherence of all applicable privacy and data protection regulations for the Mexico staff.

  • Support the LOE process for the Mexico team when needed, ensuring the accurate completion and management of timesheets.

  • Support the Sr Finance and Operations Director on informing the staff of any change in administrative procedures.

Qualifications

E ducation, Knowl edge, and Experience:

  • Bachelor's degree or Master’s degree in psychology, Business Administration, Human resources or a similar field.

  • At minimum, 5-9 years’ experience.

  • At least 5 years’ experience supporting supervisors in their roles as staff managers.

  • Experience with labor law and recruitment best practices.

  • Experience in a similar role within the international development sector, preferably the public and private sectors, with specific skills/knowledge in human resources administration, operations and recruitment.

  • Experience building and maintaining working relationships with stakeholders, in particular employees and staff managers, and demonstrated ability to efficiently and effectively interface (and represent AIR) with donor agency counterparts, government officials, partner organizations, and other stakeholders.

  • Experience working with a variety of international donor organizations.

  • Prior experience in talent acquisition/recruitment in the international development industry preferred but not required.

  • Previous experience working on international development projects financed by USG agencies preferred but not required.

Skills:

  • Solid understanding of Mexican compliance requirements and best practices for recruitment and hiring.

  • Ability to contribute to the development, implementation, and compliance of functional best practices, policies and procedures, and knowledge exchange.

  • Demonstrated experience with complex field-based contracts and projects.

  • Ability to develop and maintain strong relationships with diverse stakeholders.

  • Knowledge of rules and regulations from the USG agencies.

  • Extensive knowledge of rules and regulations from Mexican government institutions in labor matters (STPS, IMSS, INFONAVIT, LFT, etc.).

  • Knowledge of payroll, tax and compensation processes.

  • Must be able to produce and deliver high-quality reports in proficient English in a timely fashion.

  • Familiarity with procurement processes, vendor management, and invoicing.

  • Previous experience working for a public policy or international development organization is desirable but not required.

  • Fluency in English and Spanish (written and spoken).
