POSITION GENERAL SUMMARY:
Manages the daily operations of a Motor Vehicle branch office location; supervises staff involved in the performance of duties related to motor vehicle registration and titling, and performs related duties as required. The position is located in the Ada County Assessor's Office, Motor Vehicle Division.
Essential Functions
Supervises the work of all branch office employees;
Conducts annual performance evaluations and recommends merit increases and disciplinary actions;
Coaches employees regarding office policies and procedures and provides guidance regarding difficult work situations;
Listens to employee concerns and complaints, gathers and analyzes fact, and resolves issues;
Interviews candidates for positions, makes selections, reassignments and other personnel decisions;
Oversees the training of new employees;
Meets with staff on a regular basis to discuss ongoing work, resolve conflicts, and improve performance within the department;
Supervises the review of registrations daily to ascertain they are properly filed and completed;
Ensures staff are using good customer services skills in their interactions with the public;
Reviews and evaluates the overall effectiveness of the office;
Makes program recommendations to the Motor Vehicle Division Manager;
Makes recommendations to the Motor Vehicle Division Manager regarding capital and non-capital expenditures;
Monitors monthly office expenditures;
Uses customer metrics to provide staffing recommendations to the Motor Vehicle Division Manager;
Analyzes weekly and monthly Q-Matic data to improve customer service;
Oversees the receipt of funds to ascertain they are handled in accordance with proper accounting procedure;
Ensures reports required by the State of Idaho are prepared correctly and submitted on time;
Oversees the opening and closing of the Motor Vehicle office;
Audits transaction reports to determine overages/shortages of day’s receipts;
Prepares financial reports.
ADDITIONAL FUNCTIONS
May act as a Motor Vehicle Clerk as needed, issuing and receiving applications for licenses and permits and answering inquiries according to established department policy;
Performs related duties as required.
Job Requirements
Bachelor's degree from an accredited university in Business Management or a related field, or equivalent combination of education and experience;
Must possess at least 2 years of experience in supervising staff preferably in a customer service environment;
Knowledge of motor vehicle registration and titling laws of the State of Idaho;
Knowledge of the principles and practices of supervision;
Knowledge of office terminology, procedures and equipment;
Knowledge of business arithmetic, English grammar, spelling and punctuation;
Skill in problem solving and arriving at reasonable and appropriate conclusions;
Skill in communicating effectively with diverse populations;
Ability to lead and motivate employees;
Ability to make appropriate decisions in stressful situations;
Ability to be flexible in responding to a variety of requests;
Ability to maintain professionalism when dealing with irate customers;
Ability to exercise sound judgment and to deviate from standard procedures when necessary;
Ability to interpret and apply Idaho code as well as county policies and procedures;
Ability to work as part of a team to accomplish department and division goals;
Ability to maintain effective working relationships with staff, co-workers, supervisors as well as outside agencies;
Ability to communicate effectively verbally and in writing.
OTHER REQUIREMENTS:
The incumbent is subject to a fingerprinting criminal records check;
Must be deputized to make clerical actions effective;
Must adhere to a professional code of ethics as a sworn Deputy Assessor.
Work Environment & Physical Demands
May be required to work evenings and weekends and to cover the front desk during peak customer times;
Work is performed primarily in an office environment although employees are occasionally required to go outside to verify vehicle serial numbers, retrieve paper files and move light reference materials, files, papers or license plates;
Most of the work is performed sitting at a desk or counter for long periods of time, up to 8 hours;
Requires sufficient personal mobility and physical reflexes, to permit the employee to function in a general office environment and accomplish tasks.
